About this opportunity

The Texas Juvenile Justice Department is requesting proposals for demolition and replacement of heating, ventilation, and air-conditioning systems at the Evins State Juvenile Correctional Facility in Edinburg, Texas under RFP 644-26-062626, with proposals due July 31, 2026 at 2:30 p.m. Central Time. Attendance at one of two mandatory site visits on July 9 and July 10, 2026 is a responsive requirement; failure to attend either date renders the proposal non-responsive.

The scope encompasses demolition of 62 existing split-unit air-conditioning systems, installation of new ductwork, and associated structural, electrical, and plumbing modifications across multiple facility buildings. Deliverables include shop drawings and submittals within thirty days of award, coordination drawings at appropriate scales, daily record documents, operations and maintenance manuals in hard-copy and searchable PDF formats, and operator training consisting of a minimum twelve hours delivered in three four-hour shifts by factory-trained specialists. All materials and equipment must be manufactured and assembled in the United States in compliance with the Buy American Act. The contractor guarantees equipment repair and replacement for one year from final acceptance at no additional cost; air compressors receive extended parts and labor guarantees for five years.

Respondents must be established general contractors with a minimum of five consecutive years of experience within the past ten years and at least three completed projects within the last five years of equal or greater complexity and dollar value. Proposed equipment manufacturers must have at least ten years of continuous commercial HVAC experience, an established U.S. service and parts distribution network, and factory-authorized service support within 100 miles of the facility. Liability insurance of $1 million per occurrence and current bonds and insurance certificates are required. A VETHUB Subcontracting Plan is mandatory.

The contract term is tentatively one year, September 1, 2026 through August 31, 2027. Pricing must include cost per HVAC unit, trash and waste removal costs, and duct material costs on a firm fixed basis. Evaluation criteria allocate 20 points for key personnel qualifications and experience, 35 points for work plan and technical approach, 30 points for products and equipment, and 15 points for price. Questions are due July 17, 2026 at 3:00 p.m., with responses posted by July 24, 2026 at 5:00 p.m. The pre-proposal conference is scheduled for July 9, 2026 at 9:00 a.m. via Microsoft Teams.
