About this opportunity
Stafford County, Virginia is requesting proposals for on-call term contracts for transportation engineering services supporting Virginia Department of Transportation (VDOT) Local Assistance Program (LAP) projects, with proposals due July 27, 2026. Multiple awards are anticipated. This procurement is federally funded and carries mandatory Disadvantaged Business Enterprise (DBE) participation requirements under 49 CFR Part 26.
The scope encompasses engineering consultation and design services for VDOT LAP projects within Stafford County on an as-needed basis. Selected firms will provide services through individual task orders issued throughout the contract term. Firms must hold current Virginia state and professional licenses, possess FAR-approved indirect cost rates, and complete Contractor Cost Certification within ten business days of selection. Key personnel named in proposals must remain assigned for the contract duration absent extraordinary circumstances approved in writing by the Stafford County Project Manager.
Contract structure is one-year initial term with three optional one-year renewals, subject to rate renegotiation. Compensation is based on hourly rates and fees submitted in each firm's Fee Proposal Worksheets. Individual projects exceeding $200,000 require Board of Supervisors approval. Firms must use lump-sum payment based on fixed billable rates with overhead rates established through audit. Escalation rates are approved at 2.5% for year one and 5% for year two, with subsequent years following VDOT's published professional services escalation rate.
All proposals must demonstrate compliance with Title VI and Title VII nondiscrimination provisions, Americans with Disabilities Act requirements, and conflict-of-interest disclosures. DBE subconsultants must be certified by Virginia Department of Small Business and Supplier Diversity or Metropolitan Washington Airports Authority and perform at least 30 percent of subcontract work with their own workforce to count toward goals. Prime consultants must submit Form C-111 and binding subcontract agreements (Form C-112A) and quarterly payment compliance reports (Form C-63). eVA registration and debarment certifications are mandatory.
