About this opportunity

The New York State Office of Mental Health is requesting proposals for comprehensive energy management services across 29 state-operated facilities under RFP 25-009, with proposals due August 20, 2026 at 3:00 PM ET. This procurement carries mandatory MWBE and SDVOB participation goals: 10% MWBE overall (7% MBE, 3% WBE) and 6% SDVOB, with failure to meet goals constituting material breach subject to liquidated damages.

The scope encompasses energy master planning, utility management, energy audits, retro-commissioning, energy conservation measures, operations and maintenance support, capital project planning and implementation, energy modeling, energy savings calculations, and design review for mechanical, electrical, and plumbing systems across facilities managing approximately $115 million in average annual MEP capital projects and roughly 200 maintenance contracts covering boilers, chillers, building management systems, water treatment, and elevators.

The contractor must supply dedicated staffing deployed statewide: one Principal, one Program Manager, two Senior Engineers, nine Field Engineers, one Senior Data Analyst, two Data Analyst/Administrative Support staff, and three Interns — approximately 34,040 annual hours. Field engineers and interns must work on-site at hospital locations Monday through Friday; data analysts and administrative support may work remotely. All personnel must be contractor-provided; incumbent staff will not transition. Pricing is firm-fixed for year one with 3% annual increases in years two through five, firm through December 31, 2031. Pricing must be all-inclusive of overhead, materials, subcontractor fees, and administrative costs, submitted on Attachment C as maximum hourly rates by position with a single multiplier applied across all titles.

Vendors must demonstrate minimum five years' experience implementing large-scale energy conservation programs, experience with facilities of 500,000 gross square feet or larger, and expertise in utility data collection, energy codes, and capital project planning. Prior awardees on substantially similar procurements include Aramark and Ameresco. Evaluation uses best-value methodology: 60 points technical proposal, 30 points cost proposal, 10 points live interview. Questions were due July 23, 2026; responses were issued August 6, 2026 as part of Addendum #1. The contract term runs January 1, 2027 through December 31, 2031, administered from 44 Holland Avenue, Albany, New York.
