About this opportunity
The City of Oakland, Department of Transportation (OakDOT), Major Projects Division is requesting proposals for construction management support services for the MLK Jr. Way Streetscape Project under RFP 1008516, with proposals due August 13, 2026. The Local and Small Local Business Enterprises (L/SLBE) Program applies — proposers must commit some L/SLBE participation at submittal; zero participation renders proposals non-responsive. Selected proposers must adjust upward to meet a 50 percent L/SLBE requirement at contract award and maintain this percentage throughout the contract term.
The CMSS Consultant will serve on a full-time basis during the estimated construction duration and must provide a California-licensed Professional Civil Engineer to serve as Resident Engineer on behalf of the City, assuming overall responsibility for monitoring, coordination, and oversight of qualified team members. Sub-consultants for special inspection, material testing, and environmental monitoring services will be coordinated by the CMSS Consultant on an as-needed basis. The Consultant is responsible for providing or budgeting for environmental sampling and characterization services for suspect contaminated materials encountered during excavation — the geotechnical report identifies elevated lead concentrations in one boring location requiring management as California hazardous waste.
The project encompasses streetscape improvements along MLK Jr. Way between 2nd Street and 14th Street, including raised medians, grading and drainage, ADA-compliant curb ramps, utility relocations, traffic signal upgrades, fiber optic installations, and comprehensive landscape and tree preservation/removal plans. Construction documents total 244 sheets and are dated February 13, 2026 (revised). An arborist assessment identifies 87 existing trees with detailed preservation, removal, and protection-zone recommendations; the CMSS Consultant must ensure compliance with Tree Protection Zone and Critical Root Zone protocols. Traffic restrictions are governed by Oakland Municipal Code Limited Operations Areas with approximately two weeks required for City review and approval of stage-transition requests.
The mandatory pre-proposal meeting was held July 28, 2026 via Teams. The questions deadline was August 4, 2026. Award is anticipated for the week of September 5, 2026. Construction management support services will commence upon issuance of the Notice to Proceed. Interviews, if required, will be conducted in person.
