About this file

This is an arborist assessment report prepared for the City of Oakland's Department of Transportation (OakDOT) Major Projects Division documenting existing trees along MLK Jr. Way between 2nd Street and 11th Street in Oakland, California. The assessment was conducted by certified arborist Mark Wessels and landscape professional Petra Marar on September 26-27, 2023, and identifies 87 trees representing 28 species within the project corridor. The report provides location, size measurements using diameter at breast height (DBH), and health condition ratings on a five-point scale for each tree. Species composition includes dominants such as Magnolia grandiflora (25% of surveyed trees), Gleditsia triacanthos (9%), Pistacia chinensis (8%), and Robinia pseudoacacia (7%). Only 21% of the surveyed trees are species included on the City of Oakland's 2023 street tree list, with Magnolia grandiflora notably absent from approved species despite its prevalence. The assessment provides recommendations for tree preservation, including protection measures for trees above and below ground during the proposed streetscape construction project.

The report establishes critical protection guidelines including trunk wrapping, establishment of Tree Protection Zones (TPZ) and Critical Root Zones (CRZ) defined as circles with diameters equal to 24 times the tree's DBH, and Structural Root Zones (SRZ) defined as circles with diameters equal to 5 times DBH. Trees are categorized into three recommendations: trees recommended for preservation, trees recommended for removal, and trees requiring closer study and coordination. Notable concerns include extensive sidewalk damage associated with 72% of Magnolia trees and susceptibility of this species to drought stress. The report mandates that a formal Tree Protection Plan be prepared as part of design, with supervision by a certified arborist, and prohibits construction activity including material staging, trenching, and machinery operation within protected zones. Monthly inspections of trunk wraps are required, and any tree roots over 2 inches encountered during construction must trigger work stoppage pending consultation with the owner's representative.

APPENDIX A: TREE PROTECTION DETAILS

INTRODUCTION:

This Arborist Report documents existing trees on the future site of MLK Jr. Way Streetscape Improvements as of September 2023. Each tree within the study area has been identifi ed, measured, and assessed for overall health and condition.

This report includes:

1. Location, size and species of each tree.

2. Rating (1-5) of each tree’s general health and condition.

3. General recommendations for preservation of existing trees.

This report documents the condition of existing trees and off ers general guidelines for preservation of existing trees. Assessment of site development plans for impact on existing trees and design of specifi c tree protection measures is beyond the scope of this report.

METHODS OF TREE ASSESSMENT:

Trees were assessed on September 26 and 27th, 2023 by Mark Wessels, Certifi ed Arborist # WE-9963A and

Petra Marar. All trees over 4” in diameter within the site boundary (MLK Jr. Way between 2nd St and 11th St) were included in this assessment. Genus and species were identifi ed for each tree, the size of the tree was measured by diameter at breast height (DBH), and health and condition was rated on a fi ve-point scale.

The location of each tree is based on preliminary survey data provided by Wood Rodgers Inc, and verifi ed in the fi eld. Locations are approximate and additional surveying may be required to accurately locate trees to be retained. Diameter at breast height (DBH) was determined using a Biltmore stick or by measuring the circumference of each tree at approximately 54” above grade. Circumference measurements were translated to DBH using the formula C=πD. Low branching trees were measured at the narrowest point between their lowest branch and the ground. For trees with multiple trunks each trunk was measured independently and the overall DBH was determined using the formula:

DBH

(overall)

2 = DBH

(trunk 1)

2 + DBH

(trunk 2)

2 + …. DBH

(trunk n)

General health and condition of each tree was assessed in the fi eld using a fi ve-point scale.

1. Dead or dying. Tree is dead or unlikely to signifi cantly improve with improved cultural care.

Hazardous condition or severe structural defects.

2. Poor health and condition. Tree shows severe structural defects or signs of severe stress and decline. Extensive branch die back, thinning of canopy, epicormic sprouting, or evidence of decay in trunk or major limbs.

3. Fair health and condition. Tree shows signs of moderate stress. Leaf discoloration, branch die back, stunted growth, epicormic sprouting, and/or moderate structural defects. Symptoms of stress may or may not respond to improved cultural care. Additional stressors are likely to cause decline.

4. Good health and condition. Tree shows signs of slight stress, such as discoloration of leaves, slight die back of twigs, stunted growth, or early leaf drop. Symptoms of stress and any structural defects, if present, can be remedied through improved cultural care.

5. Excellent health and condition. Tree appears vigorous, healthy, and free of major structural defects. Tree form, size, and color are as expected for a healthy tree of this species.

Description of Existing Trees cont.

Condition:

The condition of trees surveyed varied from poor to excellent. See the Existing Tree Plans for more information on the individual trees surveyed.

The following species had an average rating of “Good” or better:

Acer buergerianum, Acer rubrum, Lagerstroemia sp., Liquidambar styracifl ua, Magnolia grandifl ora, Pistacia chinensis, Prunus cerasifera, and Pyrus kawakamii.

Note: Only species with 3 or more representatives were included in the above list.

City of Oakland Street Tree List:

The City of Oakland released a new street tree list in August of 2023. Of the trees surveyed (not all of which were street trees) only 5 of the 28 species present, representing 21% of the trees, are on the 2023 street tree list.

Magnolia grandifl ora:

The most common street tree on this portion of MLK Jr. Way is Magnolia grandifl ora, representing 25% of the trees surveyed. While the Magnolias surveyed were generally in good or excellent health, there was evidence of sidewalk damage or recent sidewalk replacement at the location of 72% of these trees. Although the

Magnolias surveyed appeared relatively healthy, this species suff ers from severe drought stress in extended droughts. Additionally, Magnolia grandifl ora is not included on the 2023 City of Oakland Street Tree List.

RECOMMENDATIONS FOR TREE PRESERVATION:

This Arborist Report gives general guidelines for the preservation of existing trees during construction.

Following the guidelines in this report will increase the likelihood of preserving existing trees in good health and maintaining public safety. A Tree Protection Plan should be prepared as part of the design process describing the specifi c actions required to preserve existing trees. This plan should clearly identify trees to remain, outline the placement of Tree Protection Fencing, and describe other tree protection measures required for the project such as Tree Root Buff ers and Trunk Wraps. The Tree Protection Plan should be issued with all drawing sets for demolition and construction. Prior to the beginning of work, the project arborist or landscape architect should meet on site with the general contractor to review tree protection requirements and ensure that all protections described in the Tree Protection Plan are in place.

Trees must be protected above and below ground during construction. In addition, the soil volumes supporting tree roots must be protected from compaction and disturbance during the construction process.

Changes in grade or hydrology within the root zone of existing trees can lead to decline and destabilization.

Construction damage to trees is often not apparent until the work is already completed, sometimes emerging years later. Damage to existing trees is often irreversible, so prevention is critically important.

Protecting Trees Above Ground:

1. Protect trunk, limbs, and canopy of tree from physical damage during construction and demolition. Either fully enclose the area containing existing trees to remain, or apply trunk wraps as shown on the tree protection plan. Protections are to remain in place for the entire demolition and construction process. See appendix A for trunk wrap detail.

2. Any pruning required for clearance during construction must be approved by owner’s representative and must be performed by a fully licensed tree care company under the supervision of a certifi ed arborist. Construction personnel should not perform pruning at any time.

3. Nothing should be affi xed to existing trees during construction. Do not secure fencing, tie strings, or attach signage to existing trees. The exception is specifi cally prescribed trunk protection, which should be inspected monthly to ensure it is not girdling, abrading, or otherwise damaging the tree.

4. Any damage to existing trees during construction should be immediately reported to the project arborist and owner’s representative. Do not take any action to correct damage until consulting with the project arborist, unless required to maintain public safety.

Protecting Trees Below Ground:

1. Damage to tree roots during construction can negatively impact tree health and destabilize trees, increasing the likelihood of tree failure. Existing trees must be considered in the design, demolition, and construction process to ensure safe, healthy trees for years to come.

2. The Critical Root Zone (CRZ) is the area where a tree’s absorbing roots are located. Construction activity within the CRZ can destroy absorbing roots of existing trees. Any grading activity, compaction of soil, trenching for utilities, herbicide treatment, staging of materials, or operation of machinery in this zone is likely to result in damage to absorbing roots. The CRZ is defi ned as a circle around the trunk of the tree with a diameter equal to 24 times the tree’s DBH.

3. The Structural Root Zone (SRZ) is where a trees structural roots are located. Structural roots are responsible for physically anchoring the tree in the soil and preventing tree failure. Damaging or severing structural roots results in the immediate destabilization of existing trees. Cutting structural roots greatly increases the risk of tree failure, endangering the public. The SRZ is defi ned as a circle around the trunk of the tree with a diameter equal to 5 times the tree’s DBH.

4. During the design process, avoid placing elements in the CRZ of existing trees to remain. Grading within the CRZ will also kill tree roots. Young, vigorous, healthy trees can generally survive losing up to 25% of their absorbing roots without negative impacts. To preserve mature trees and trees exhibiting symptoms of stress or disease, limit loss of absorbing roots to 10%. Do not place elements within the SRZ. Any damage to structural roots of existing trees increases risk of tree failure.

5. Ensure that all disciplines are aware of existing trees to remain. Establish trenching requirements for irrigation, electrical, joint trench, and other utilities early in the design process. Ensure that contractors are aware of existing trees to remain prior to bidding.

6. Protect tree roots during construction by enclosing a Tree Protection Zone (TPZ) with secure fencing. No construction activity is to take place within the TPZ. This includes, storing or staging materials and vehicles and dumping of construction debris and contaminated water. Pedestrian and vehicle circulation should also be prohibited within the TPZ. Pickup trucks and pedestrians can sometimes cause greater compaction than heavy machinery because their weight is concentrated in a smaller footprint (e.g. a pickup truck tire vs. an excavator tread.) See appendix A for TPZ fencing detail.

7. Where work within the CRZ is unavoidable, using hand tools can reduce the impact on tree roots.

It is possible to trench beneath existing roots using air excavation tools without damaging tree roots. These techniques are expensive and require specialized knowledge and expert supervision.

8. Where part of the CRZ is required for construction staging or access, a root buff er can be used to distribute loads and reduce impacts. See appendix A for root buff er detail.

9. Existing paving protects underlying tree roots from damage. Where existing paving is to remain, additional protections are generally not required.

10. Actual location of tree roots may diff er from the predictions of this report. If tree roots over 2” are encountered during construction, stop work and contact owner’s representative.
