About this file
This document is an Addendum No. 2 and Questions and Answers issued by the City of Oakland, Department of Transportation (OakDOT) for Project No. 1008516, the Martin Luther King Jr. Way Streetscape Project Construction Management Support Services. The City seeks a qualified prime consultant to provide full-time construction management support services (CMSS) for streetscape improvements along Martin Luther King Jr. Way between 2nd Street and 14th Street, focusing on pedestrian, bicycle, and transit access, comfort, and safety. The RFP was issued July 17, 2026, with a mandatory pre-proposal meeting held July 28, 2026, at 10:00 a.m. via Teams. The questions deadline was August 4, 2026, at 2:00 p.m., and proposals were due August 13, 2026, at 2:00 p.m. Award was anticipated for the week of September 5, 2026. Construction management support services will commence upon issuance of the Notice to Proceed. The CMSS Consultant must provide a California-licensed Professional Civil Engineer to serve as Resident Engineer on behalf of the City, with sub-consultants for special inspection, material testing, and environmental monitoring services coordinated on an as-needed basis.
The addendum clarifies that Construction Management firms, General Contractors, and Sub-contractors may serve as prime bidders if selection criteria are met. Traffic restrictions are governed by Oakland Municipal Code Limited Operations Areas with approximately two weeks required for City review and approval of stage-transition requests. The CMSS Consultant is responsible for providing or budgeting for environmental sampling and characterization services for suspect contaminated materials encountered during excavation. Interviews, if required, will be conducted in person. Per the Local and Small Local Business Enterprises (L/SLBE) Program, proposers must commit some L/SLBE participation at submittal of Schedule E; zero participation renders proposals non-responsive. Selected proposers with minimum L/SLBE participation must adjust upward to meet the 50 percent requirement at contract award and maintain this percentage throughout the contract term. All bidders must acknowledge Addendum No. 2 in their bid form to avoid being deemed non-responsive.

ADDENDUM NO. 2
QUESTIONS AND ANSWERS
August 7, 2026
Subject: Project No. 1008516 Martin Luther King Jr. Way Streetscape Project Construction Management Support
Services
To: All Prospective Bidders
The clarifications, additions and/or deletions contained in this ADDENDUM shall be made a part of the bid or proposal solicitation documents (plans, specifications, RFP, RFQ, etc.) for the above-referenced project, and shall be subject to all applicable requirements there-under, as if originally shown and/or specified. The documents are revised as follows:
IMPORTANT: You must acknowledge this Addendum in the Contractor’s Bid form or your bid may be deemed non-responsive.
These questions and answers are provided for the convenience of all bidders. Nothing in this Questions and Answers document modifies the bid or proposal solicitation documents (plans, specifications, RFP, RFQ, etc.) for the above-referenced project. All changes to the bid or proposal solicitation documents (plans, specifications, RFP, RFQ, etc.) for the above-referenced project shall be made through written Addenda.
[Answers to questions cannot modify bid/proposal documents. Changes must be explicitly stated in the Addenda form above.]
Question 1: Is this RFP only for selecting a Construction Management firm or is it also for selecting a General Contractor and Sub-contractors as well?
Answer 1: Refer to ‘Section 1C – Project Requirements’ for selection criteria and performance conformance for the CMSS Role. All Bidders from Construction Management firms, General Contractor’s and Sub-contractors may act as a Prime on this RFP if the selection criteria and performance conformance requirements are met.
Question 2: The RFP restricts traffic-interfering work during AM and PM peak periods within
“Limited Operations Areas,” but does not map these boundaries against the construction stages. Can OakDOT confirm (a) the specific street segments and intersections that fall within Limited Operations Areas, (b) whether a deviation process exists for extending work into peak hours in the event of an unforeseen conflict (e.g., a utility conflict discovered mid-shift) that would otherwise force a multi-day delay?
Answer 2: Limited Operations Areas are dictated by the Project Specifications and Oakland Municipal Code which can be researched here:

Unforeseen events may happen during the process of construction which would require the Contractor to work beyond the PM Peak Period. It is anticipated that when such an event occurs; communication protocols, reporting requirements for approvals, extension of time requests, Alternative Mitigation plans shall be in place. For a deviation process for extending work into peak hours in the event of an unforeseen conflict please refer the contractor back to the special provision spec section 6-7.2 and 601-2. In the case of an unforeseen event, the city will evaluate each specific incident and make appropriate decisions as outlined above but not limited to.
Question 3: Section b of the scope describes a documented pre-phase field verification with the
Contractor and OakDOT before each of the stage transitions. Can OakDOT confirm its anticipated turnaround time for reviewing and concurring on a stage-transition request? This will let our team build realistic float into the stage-transition milestones rather than assuming same-day sign-off.
Answer 3: Generally it will depend on the complexity of the documents. For complex reviews, assume it may may require approximately 2 weeks to complete.
Question 4: If excavation outside the already-identified 4th–8th Street Non-RCRA area encounters suspect contaminated material, should the CMSS Consultant arrange sampling and waste characterization through its own as-needed subconsultant, or does the City already have a separate contract with an environmental firm we'd need to coordinate through instead?
Answer 4: The CMSS Consultant is expected to provide construction management support services including special inspection, material testing and environmental monitoring services per the defined scope, and or reserve a budget for incidental use.
Question 5: The RFP schedule shows:
7/17/26 week 0 8/13/26 week 4 https://library.municode.com/ca/oakland/codes/code_of_ordinances?nodeId=TIT12STSIPUPL_CH12.12EX_12.12.120LIOPAR https://library.municode.com/ca/oakland/codes/code_of_ordinances?nodeId=TIT12STSIPUPL_CH12.12EX_12.12.120LIOPAR https://www.oaklandca.gov/files/assets/city/v/1/transportation/documents/transportation-permits-amp-engineering/limited-operation-streets.pdf https://www.oaklandca.gov/files/assets/city/v/1/transportation/documents/transportation-permits-amp-engineering/limited-operation-streets.pdf https://www.oaklandca.gov/files/assets/city/v/1/transportation/documents/transportation-permits-amp-engineering/limited-operation-streets.pdf https://www.oaklandca.gov/files/assets/city/v/1/transportation/documents/transportation-permits-amp-engineering/holiday-restricted-streets.pdf https://www.oaklandca.gov/files/assets/city/v/1/transportation/documents/transportation-permits-amp-engineering/holiday-restricted-streets.pdf https://www.oaklandca.gov/files/assets/city/v/1/transportation/documents/transportation-permits-amp-engineering/holiday-restricted-streets.pdf https://library.municode.com/ca/oakland/codes/code_of_ordinances?nodeId=TIT10VETR_CH10.12TRCODE_10.12.070TRCODEOUOP https://library.municode.com/ca/oakland/codes/code_of_ordinances?nodeId=TIT10VETR_CH10.12TRCODE_10.12.070TRCODEOUOP https://www.oaklandca.gov/Public-Safety-Streets/Transportation-Permits-Engineering/Apply-for-a-Traffic-Control-Plan https://www.oaklandca.gov/Public-Safety-Streets/Transportation-Permits-Engineering/Apply-for-a-Traffic-Control-Plan
Project No. 1006954 Page 3
Will the remaining weeks be as shown? It would be most helpful to know the range of dates that interviews might occur if needed. Also, if needed, will interviews be virtual or in person?
Answer 5: The timeframes listed in the RFP are only estimated timelines which can shift but sequencing will be in order of activity. We anticipate that after proposals are received, we would be scheduling interviews shortly thereafter. Interviews will be conducted in person.
Question 6: In order for us to be compliant (responsive), are we required to commit 50% of the project revenue to Local and Small Local Business Enterprises (L/SLBE) per the L/SLBE Program, if we are awarded the contract?
Answer 6: Per the L/SLBE program, "At the time of submittal of Schedule E (for professional services), some L/SLBE-participation must be proposed in order to satisfy the requirement at time of submission. If zero participation is presented, the proposal will not be accepted.
If the proposal with minimum participation is selected, the proposer shall be able to adjust up in order to meet the 50% requirement...Prime contractors and consultants must maintain the L/SLBE percentages indicated in the Schedule E at the time of a contract award and throughout the term of the contract."
