About this opportunity
Nassau Health Care Corporation is requesting proposals for comprehensive construction, program, and fire management services for its multi-site capital improvement portfolio, with proposals due August 11, 2026 at 4:00 p.m. under RFP 10-2026. New York State M/WBE participation of 20 percent and Service-Disabled Veteran-Owned Business (SDVOB) utilization of 6 percent are required, with detailed utilization plans mandated in the proposal.
The scope spans program and construction management services across Nassau University Medical Center and A. Holly Patterson Extended Care Facility through December 2032, including planning, budgeting, scheduling, constructability reviews, payment administration, and monthly reporting. The construction program encompasses major mechanical infrastructure replacements (chillers, boilers, water mains), clinical suite modernizations (CPEP, Dialysis, OR suites), facility upgrades (elevators, fire safety, roadways), and campus-wide environmental abatement. The selected firm must maintain dedicated on-site staff including a Senior Program/Project Manager, MEP Manager, and Project Clerk. Additionally, NHCC seeks an Interim Fire Safety Director (40 hours per week) to manage fire and life safety programs in compliance with NFPA 101, CMS Conditions of Participation, and Joint Commission standards.
The estimated portfolio value is approximately $70 million in the first year and $50 million annually in subsequent years. Proposers must demonstrate a minimum of five years of program or construction management experience in public benefit corporations and healthcare environments. Pricing must use the Cost Proposal Form with fully burdened hourly rates for all key positions and supplementary professional services (Project Labor Agreement specialists, estimators, scheduling engineers, principal-in-charge). General corporate overhead, local travel, software licensing, and standard safety equipment are included in hourly rates and cannot be billed separately. Invoices are payable within thirty days with payment claims submitted in arrears no later than three months following service performance.
Questions are due July 28, 2026. All mandatory New York State NIFA disclosure forms must be completed, and contract award is pending General Counsel review, Board approval, and NIFA verification. Proposals are submitted electronically to RFPSubmissions@numc.edu.
