About this opportunity

Oklahoma State Department of Health is issuing a Request for Information on fast-acting biosimilar insulin production under SB 1344, the Insulin Access and Affordability Program, with responses due August 14, 2026. This is an information-gathering exercise; the RFI does not constitute a formal solicitation, does not obligate the state to conduct future purchases, and does not extend rights to prospective vendors. Responses will not be evaluated, and information gathered may inform future purchase contracts or formal solicitations.

The RFI addresses five primary questions: manufacturer intent to produce low-cost fast-acting biosimilar insulin without rebates except as required by law; timeframe for marketplace availability in Oklahoma; geographic manufacturing location; estimated savings to Oklahoma residents and both public and private payors; and capacity to provide or commit to non-state funding matches if the manufacturer receives program funding.

Respondents must complete and submit the Oklahoma Central Purchasing office Responding Bidder Information form (OMES Form CP076) with their response. The form requires general company information (FEIN/SSN, Supplier ID, company name, contact information, address, phone, email, website, fax); mandatory certifications including boycott-of-Israel disclosure, Oklahoma Secretary of State registration status (or exemption statement), and workers' compensation insurance proof or exemption statement; and optional service-disabled veteran business enterprise (SDVBE) identification with supporting federal certification, ownership documentation, and evidence of control by service-disabled veterans. An authorized representative must sign and certify the form accuracy.

Respondents should not include proprietary information in responses, as all submissions may be made public. The state will not be financially responsible for any costs associated with response preparation.
