About this file
This is a Request for Information (RFI) issued by the Oklahoma State Department of Health (OSDH) seeking input from pharmaceutical manufacturers regarding fast-acting biosimilar insulin production under SB 1344, the Insulin Access and Affordability Program, which was signed into law on May 1, 2026. The RFI does not constitute a formal solicitation, does not obligate the state to conduct future purchases, and does not extend rights to prospective vendors. Responses are informational only and will not be evaluated. The document requests that manufacturers provide contact information, company name, and date of response, with no specified response deadline identified in the file.
The RFI poses five primary questions addressing manufacturer intent to produce low-cost fast-acting biosimilar insulin without rebates except as required by law, the timeframe for marketplace availability in Oklahoma, geographic manufacturing location, estimated savings to Oklahoma residents and both public and private payors, and whether manufacturers can provide or commit to non-state funding matches if they receive program funding. The OSDH explicitly states that proprietary information should not be included in responses as all submissions may be made public, and that the state will not be financially responsible for any costs associated with response preparation. However, information gathered through this RFI may be used to develop future purchase contracts or formal solicitations.

This RFI does not extend any rights to prospective vendors or obligate the state to conduct a solicitation or purchase any goods or services. Nor will the State be financially responsible for any costs associated with the preparation of any response for the requested information. This RFI is issued for the sole purpose of obtaining information as described in this notice. However, the information obtained from this request may be used to prepare a purchase, contract, or solicitation in the future.
