About this opportunity

The Massachusetts Department of Transportation (MassDOT) is soliciting vendor input via Request for Information (RFI) on commercially available solutions to replace its current IMPACT (Interactive Mapping Portal for Analysis and Crash Tracking) platform, with responses due August 28, 2026. This is an ITS81 Category 1 EDM procurement open to the public; no formal contract award is obligated, and MassDOT may invite selected respondents to provide capability briefings or product demonstrations but does not commit to issuing a subsequent solicitation.

The scope covers replacement of crash data management, geocoding operations, safety analytics, reporting, public data portals, enterprise integration, artificial intelligence and advanced analytics, security, and accessibility capabilities, with optional citation data functionality. The system must process approximately 9 million crash records, support statewide nightly automated workflows, serve approximately 65,000 public users, and synchronize geocoded crash locations with Registry of Motor Vehicles systems. Integration with enterprise GIS, roadway inventory, RMV systems, ServiceNow, and Commonwealth data platforms — particularly Snowflake cloud data warehouse environments — is required. MassDOT prioritizes solutions currently deployed in production supporting comparable transportation agencies or public-sector organizations with demonstrated experience managing large-scale crash data, geocoding operations, roadway safety analysis, and public data portals.

Responses are limited to 25 pages (single-sided, 12-point font) and must be submitted electronically via COMMBUYS. Vendors may describe licensing and pricing structures but should not submit pricing proposals. Questions are due August 21, 2026 at 5 p.m. All responses become public records under Massachusetts General Laws Chapter 66 Section 10, and respondents bear all preparation costs.
