About this opportunity

The County of San Diego Department of Parks and Recreation is requesting bids on the Tijuana River Valley Smuggler's Gulch Dredging project under RFB 13118, with bids due September 25, 2026, and a mandatory pre-bid meeting and site visit on September 8, 2026, at 10:00 a.m. at Tijuana River Valley Campground. This is a prevailing wage public works project subject to California prevailing wage and Davis-Bacon Act requirements, with mandatory Section 3 compliance (25% Section 3 worker labor hours, 5% Targeted Section 3 worker benchmark) and San Diego County Small-Local Business Policy requiring 3% subcontractor participation.

The scope encompasses dredging and sediment removal across three project phases: a base bid covering 1,400 linear feet south of Monument Road; Additive Alternate 1 covering 1,600 linear feet from Disney Crossing to the Tijuana River Pilot Channel Connection; and Additive Alternate 2 covering 1,500 linear feet from Monument Road to Disney Crossing. Work includes excavation to 10 feet deep with 10-foot-wide bottoms and 2:1 slope sides, removal of approximately 10,000 cubic yards of sediment per phase, removal of approximately 1,500 vehicle tires per phase (4,500 tires total), environmental and materials testing, water pollution control plan preparation and implementation, mobilization and demobilization, and temporary facilities setup. Contractors must hold a California contractor's license (Class A General Engineering or C-12 Earthwork) and be prequalified by the County of San Diego prior to bid submission.

The estimated total project cost is $2.5 million. Bid security must be 10% of the maximum bid amount in the form of cash, certified cashier's check, or bidder's bond. The successful contractor must furnish performance and payment bonds at 100% of the contract amount. Bid opening is scheduled for 2:00 p.m. on September 25, 2026, conducted virtually via Microsoft Teams. The project is subject to Section 3 of the Housing and Urban Development Act, the Working Families Ordinance, CARB vehicle emissions standards, and biological and cultural resource protections.
