This Request for Bids (RFB 13118) document contains contract specifications from the County of San Diego, Department of Parks and Recreation, for the Tijuana River Valley Smuggler's Gulch Dredging project (Oracle Project No. 1028476). The work encompasses dredging and sediment removal operations across three distinct project phases: a base bid covering 1,400 linear feet south of Monument Road, Additive Alternate 1 covering 1,600 linear feet from Disney Crossing to the Tijuana River Pilot Channel Connection, and Additive Alternate 2 covering 1,500 linear feet from Monument Road to Disney Crossing. Key deliverables include excavation of channels to 10 feet deep with 10-foot-wide bottoms and 2:1 slope sides, removal and sorting of approximately 10,000 cubic yards of sediment per phase, removal of an estimated 1,500 vehicle tires per phase (4,500 tires total), environmental and materials testing, water pollution control plan preparation and implementation, temporary facilities setup, mobilization and demobilization, and trash boom disconnection and reconnection. A mandatory pre-bid meeting and site visit will occur on September 8, 2026, at 10:00 AM at Tijuana River Valley Campground (1942 Monument Road, San Diego, CA 92154), with the actual bid opening scheduled for 2:00 PM on September 25, 2026, conducted virtually via Microsoft Teams.

The estimated total project cost is $2,500,000, with bids not exceeding this amount due to budgetary limitations. Bid security must be submitted at ten percent of the maximum bid amount in the form of cash, certified cashier's check, or bidder's bond. The successful contractor must furnish performance and payment bonds at one hundred percent of the contract amount. This is a prevailing wage public works project subject to California Labor Code requirements, with contractors required to maintain California contractor's license (Class A General Engineering or C-12 Earthwork). The project is subject to Section 3 of the Housing and Urban Development Act of 1968, requiring contractors to meet or exceed a twenty-five percent Section 3 worker labor hour benchmark and five percent Targeted Section 3 worker benchmark, along with compliance with San Diego County's Small-Local Business Policy requiring three percent subcontractor participation. Additional compliance requirements include the Working Families Ordinance, CARB vehicle emissions standards, Davis-Bacon Act provisions, and biological and cultural resource protections. Contractors must be prequalified by the County of San Diego prior to bid submission, and only those licensed in California at the time of bid submission are eligible.

This shall include the packing up and shipping away of any unused materials and the return/removal of all heavy machinery, storage containers, temporary construction office space, related portable restroom space, and removal of any misc. items that contractor brought to site to complete this project scope. The site shall be left better than when the project began.

Item 3: WPCP Preparation The contractor shall develop a Water Pollution Control Plan Preparation (WPCP) for the project, which shall include, developing a WPCP plan for this project. The WPCP shall detail the locations at which to install the BMPs on site to ensure that storm water remains within the project boundaries (specifically stays within the earthen channel we are working on) and establish the frequency on which to maintain and replace the various BMPs on site. While developing the WPCP, the contractor should identify the potential pollution sources and develop the plan so the pollution cannot find its way into the waterways where feasible.

Item 4: WPCP Implementation – Include BMPs at “Staging Area/s” Water Pollution Control Plan Implementation (WPCP) shall include the installation of BMPs across the project site, of potential pollution sources and mitigate the potential of the pollution from finding its way onto the project site or exit the site once on the premises. This shall include but is not limited to the use of silt fences, fiber rolls, berms, and any other WPCP measures that may be applicable to this project.

Item 5: Disconnect and relocate trash booms to allow work to occur.

The Contractor shall disconnect the trash booms located South of Monument Road, disconnecting the trash booms from the concrete anchors. For your awareness, the trash booms are large plastic barrels that are covered with flat plastic to allow water to flow over the barrels. Additionally, metal items are attached to the upper and lower sections of the trash booms that are meant to catch and contain the trash that flows through the area. There is a long cable ~80 LF that connects each of the ~20 individual trash booms through clips. The cable is connected to the concrete anchors by way of a heavy-duty chain connection and wire clip. The total (4) concrete anchors are ~30” x 30” x 60”. Each end of the trash booms has (2) anchors connected to each side. The anchors and trash booms need to be put into a location where they are clear of the work area, this location is to be coordinated with the Contractor and the Project Manager (PM).

Item 6: Earthwork – Excavation (1,400 LF) Prior to work beginning, the Contractor and PM shall complete a site walk where the contractor shall provide a string/other method to place/locate the centerline of the channel that will be worked as part of this project scope. The goal is to walk the entire length of the Base Bid project scope, from the International Boundary and Water Commission (IBWC) station to Monument Road. The string line is to help establish a consistent flow line through the project area.

The span of the Base Bid Earthwork shall cover 1,400 LF, from the IBWC station to Monument Road. The channel shall be worked so it has a depth of 10’ deep, with the width of the bottom of the channel to be 10’ wide, and the sides of the channel are to be a MAX 2 to 1 slope (2 feet of vertical rise for every 1 foot of horizontal run). The contractor is responsible for verifying that their

SMUGGLERS DREDGING 1-7 PART 1 / RFB # 13118

math is correct and accurate. All quantities are on the burden of the contractor. Estimated excavation shall capture costs for 10,000 CY of removal.

The Contractor shall include earthwork that allows for the channel to provide enough barrier around the concrete structure with a manhole on top that has been confirmed to be a water well. This shall be protected and preserved so no further damage occurs. The goal is to move the flow of water away from this structure and have the provide the channel with the bottom of the channel and slopes as detailed above. This can/will be confirmed with the contractors in the field on means/method on how to best complete this scope in a safe and compliant manner.

Item 7: Removal and relocation of sediment The Contractor shall remove all sediment, debris, trash, and tires from the BASE BID area to the designated “Staging Area/s.” The location of the staging areas is detailed on the “Attachment A_Project Plans – Updated 2026-04-20 – Dredging – Take Offs” document that has been included with the bid documents.

The sediment, debris, trash, and tires shall be removed from the channel and placed at the staging area where the piles will undergo additional processing consisting of 10,000 CY.

Once located at the “Staging Area” the material shall be screened, separated, and dried out for further processing. The goal is to separate the trash, debris, tires, and misc. materials from the dirt and sediment. The materials will need to be sorted/separated into different piles (one pile for trash, another pile for tires, another pile for dirt/sediment, another pile for misc. planting material or other debris, other piles if necessary). By having individual piles, it will allow for the removal of the various piles from the project area to the various disposal locations in an environmentally compliant manner.

The material shall be given ample time to dry out allowing the removal of the material to be done easier and cheaper, as the removal/disposal of material is typically done by weight, with the material dried out, it will be cheaper/easier to dispose of with dry material.

Item 8: Material Testing The water flows that travel in over the border into the Smugglers Gulch Channel bring with them not fully confirmed materials. The goal is to complete environmental testing and/or soils testing to confirm the contents of the dirt/soil and other excavated/removed material from the site. This makes it easier when the dirt/sediment, debris, other material needs to be taken to the designated disposal site/s as the contractor can share the findings from the soils test confirming the contents of the material that is being disposed of at that location. This also allows for the contractor to sell the dirt/sediment to a willing buyer. The County does not take any exception to this direction if the Contractor decides to locate a willing buyer of any of the material removed from the project site.

This scope shall include a minimum of 4 testing locations, at least 1 test will be complete per separate pile (dirt/sediment, trash, tires, misc. planting material). Exact testing locations shall be confirmed by the company that is licensed to complete the testing to ensure they have a balanced understanding of what the pile/s consist of.

Item 9: Removal of material from “Base Bid – Staging Area” This scope of work is focused on the removal of all materials from the “Staging Area” as detailed on the “Attachment A_Project Plans – Updated 2026-04-20 Dredging Take Offs” document and removed away from the project site, either to a landfill, recycling plant, or other disposal location.

The specific location and manner are up to the contractor; the only requirement is that all removal work must be done in an environmentally compliant manner. The contractor is responsible for verifying the receiving location and will accept the materials that are being sent over. The contractor shall document the quantities that have been removed from site for tracking purposes, this shall be done by tracking tickets sent to the PM on a weekly basis that calculates the running total to date and for the specific week. This is to provide further verification as the project progresses. Estimated removal of material shall capture costs for 10,000 CY of removal.

SMUGGLERS DREDGING 1-8 PART 1 / RFB # 13118

Note – the disposal of vehicles tires will be tracked under line item #13, so this line item is specific to the removal of dirt, sediment, debris, misc. planting material, and trash.

Item 10: Disposal of Tires – Base Bid – QTY: 1,500 After the dirt/sediment, trash, debris, and tires have been sorted and placed in their various piles, the Contractor shall remove QTY: 1,500 vehicle tires that have been removed from the Smugglers Gulch Channel and placed at the Staging Area/s. All tires are to be taken to an acceptable and environmentally compliant location that accepts tires. Ideally the receiving location can recycle the tires. The Contractor shall document all quantities of tires that have been removed from the site for tracking purposes. The Contractor shall provide a weekly update on the progress of tire removal from site with a running total on each weekly update documenting the total tire quantity that has been removed to date.

Item 11: Relocate and Reconnect Trash Booms Once all work has been completed within the Smugglers Gulch Channel, the Contractor shall relocate the trash booms that were previously staged outside of the channel to allow for the work to be completed. The trash booms shall be placed at the original location. All aspects will need to be relocated, the trash booms, the (QTY: 4) 30” x 30” x 60” concrete anchors, reattach all members as they were before, to include the installation of the cable through all of the trash booms, connecting them to one another, connecting the cables to the chains that are to be connected to the concrete anchors.

Additive Alternate #1: Disney Crossing to Tijuana River Pilot Channel Connection

Item 1: Temporary Facilities and Controls This shall include any temporary facilities that the contractor views as vital for the success of the project. To confirm, there is a large presence of Border Patrol federal agents that patrols this area and the less equipment that remains on site the better for all involved. For full awareness, there are no local connections to power, water, or sewers for a temporary office space/other at this site. If an office space or restroom is present, the utilities will need to be captured either by generator to supply power, and/or using the services of the trailer/office space supplier for water supply and sewer collection and removal.

If the Contractor would prefer to forgo portable restrooms, there are public County owned/operated restrooms available nearby that will be available for all workers to use if necessary. They are located at:

Tijuana River Valley Campground 1942 Monument Rd San Diego, CA 92154 Approx. 1 mile away ~ 3 Min drive

Tijuana River Valley Regional Park 2721 Monument Rd San Diego, CA 92154 Approx. 1 mile away ~ 3 Min drive

Item 2: Mobilization and Demobilization Mobilization:

This shall include the initial set up and the final teardown phases of the construction project.

Including but not limited to, getting any/all heavy machinery, and storage containers to the project site, setting up the temporary construction office space and the portable restroom space. Ensuring the entire area is cleaned up with no trash and debris left behind. Lastly this shall include the final

This shall include but is not limited to the use of silt fences, fiber rolls, berms, and any other WPCP measures that may be applicable to this project.

Item 5: Earthwork – Excavation (1,600 LF) Prior to work beginning, the Contractor and PM shall complete a site walk where the contractor shall provide a string/other method to place/locate the centerline of the channel that will be worked as part of this project scope. The goal is to walk the entire length of the Base Bid project scope, from the Disney Channel Culvert (north side) to the Tijuana River Valley Pilot Channel Connection.

The string line is to help establish a consistent flow line through the project area.

The span of the Base Bid Earthwork shall cover 1,600 LF, from the Disney Channel Culvert (north side) to the Tijuana River Valley Pilot Channel Connection. The channel shall be worked so it has a depth of 10’ deep, with the width of the bottom of the channel to be 10’ wide, and the sides of the channel are to be a MAX 2 to 1 slope (2 feet of vertical rise for every 1 foot of horizontal run). The contractor is responsible for verifying that their math is correct and accurate. All quantities are on the burden of the contractor.

Item 6: Removal and Relocation of Sediment The Contractor shall remove all sediment, debris, trash, and tires from the ADDITIVE ALTERNATE #1 area to the designated “Staging Area/s.” The location of the staging areas is detailed on the “Attachment A_Project Plans – Updated 2026-04-20 – Dredging – Take Offs” document that has been included with the bid documents.

The sediment, debris, trash, and tires shall be removed from the channel and placed at the staging area where the piles will undergo additional processing.
