About this opportunity
The County of San Diego is requesting bids for a Job Order Contract (JOC) 379 providing C-20 Mechanical Contractor services for repair, remodeling, alteration, modernization, maintenance, and rehabilitation work on County buildings throughout the jurisdiction, with sealed bids due August 25, 2026 at 2:00 p.m.
All offerors must hold an active C-20 Mechanical Contractor's License from the California Department of Industrial Relations at the time of bid submission and must be registered with the California Department of Industrial Relations — a hard eligibility gate. The contract carries a $5 million maximum value over a one-year base period or until expenditure of the maximum contract value, whichever occurs first. The County retains sole discretion over the number, dollar value, and sequence of job order issuance.
Work is ordered through individual job orders utilizing a SimplebidTM Unit Price Book with preset unit prices based on local labor, material, and equipment costs. Offerors must submit two pricing adjustment factors applied against the unit price book: one for work during normal working hours (Monday through Friday, 6:00 a.m. to 6:00 p.m., excluding County holidays) and a separate, higher factor for other than normal working hours (Monday through Friday, 6:00 p.m. to 6:00 a.m., and all Saturdays, Sundays, and County holidays). Award is to the lowest responsive, responsible offeror based on a Composite Adjustment Factor comprised of 80% normal working hours and 20% other than normal working hours pricing.
Bid security of $500,000 (10% of the maximum contract value) and a performance bond equal to 100% of the total contract price are required. Prevailing wage requirements apply. The pre-bid conference is August 3, 2026 at 10:00 a.m. via Microsoft Teams. Written questions are due August 10, 2026 by 5:00 p.m. The successful offeror must report to the County Operations Center within one hour of award notification and complete a management plan within ten business days of bid opening.
