About this opportunity

The Commonwealth of Kentucky, Department of Finance and Administration, Division of Engineering & Contract Administration, in coordination with the Kentucky Transportation Cabinet (KYTC), is requesting bids on infrastructure rehabilitation at the I-65 Northbound Welcome Center in Simpson County, with bids due September 22, 2026 at 1:30 p.m. Eastern Time and a mandatory site visit on August 28, 2026 at 10:00 a.m. Central Time.

The scope includes rerouting a gravity line segment across private property (KY DOWNS Gaming, Horse Racing and Hotel Complex) requiring a utility easement, replacing an existing pump station and force main, installing a prefabricated fiberglass-reinforced plastic Muffin Monster Manhole with integrated grinder system (10K, 30K, or 40K series channel-mounted models), directional boring under pavement to maintain truck traffic, reconstructing an existing sewer manhole in Franklin, and stabilizing and reseeding disturbed areas. An optional alternate includes temporary pumping of the existing wet well until the new station becomes operational. The project specifications include OSHA-compliant access ladders, optional integral bypass weirs, and semi-annual inspection requirements for the Muffin Monster installation, which accommodates a peak flow capacity of 45.2 gallons per minute.

Bids must be submitted exclusively through the Commonwealth's eProcurement system; postal mail, hand delivery, and email are not permitted. Bidders must register in the Vendor Self Service (VSS) system prior to submission, allowing 24 to 48 hours for processing. Contractors must download bid documents, specifications, and drawings from https://www.stateofkyplanroom.com and register as planholders to receive addenda. A bid bond and payment and performance bonds (due within 48 hours of intent to award) are required. A public bid reading will occur via conference call at 3:00 p.m. Eastern Time on September 22. Questions should be directed to Janis Wilhoite, Purchasing Agent, at (502) 401-6239. No contract value, term, or set-asides are specified.
