About this file
This is a Request for Bid (RFB) document issued by the Commonwealth of Kentucky, Department of Finance and Administration, Division of Engineering & Contract Administration, in coordination with the Kentucky Transportation Cabinet (KYTC). The project involves infrastructure rehabilitation at the I-65 Northbound Welcome Center in Simpson County, Kentucky, requiring contractors to reroute a segment of gravity line, replace an existing pump station and force main, install a pretreatment grinder/manhole combination unit (Muffin Monster), and perform directional boring under pavement to maintain truck traffic. The gravity line rerouting will traverse private property owned by KY DOWNS Gaming, Horse Racing and Hotel Complex, requiring a utility easement, and will connect to an existing sewer manhole in Franklin that will be reconstructed as part of the project. All disturbed areas must be stabilized and reseeded. An optional alternate includes temporary pumping of the existing wet well until the new station becomes operational. The solicitation closes on September 15, 2026, at 1:30 p.m., with a mandatory site visit scheduled for August 28, 2026, at 10:00 a.m. Central Time at the pump station located one mile north of the Tennessee state line on I-65. A public bid reading will be conducted via conference call on the bid opening date at 3:00 p.m. Eastern Time.
Bids must be submitted exclusively through the Commonwealth's eProcurement system by the closing date and time; postal mail and hand delivery are not permitted. All bidders must register in the Vendor Self Service (VSS) system prior to submission, allowing 24 to 48 hours for registration completion. Bidders must enter $0.00 as the contract amount in the e-procurement system with the actual contract amount submitted on the Official Bid Document as an attachment. Complete bid documents, specifications, and drawings are available for download without charge from https://www.stateofkyplanroom.com. Contractors who do not register as planholders through this website will not receive addenda. Project contacts include Engineer Richard Tutt (American Engineers Inc), Consultant Grant Wilson (E-Tech Consultants), Project Manager Jacob Huber (KYTC Division of Engineering and Contract Administration), and Purchasing Agent Janis Wilhoite. No specific funding source or contract term is identified in this solicitation document.

This project intends to reroute a segment of gravity line and replace an existing Pump Station and Force Main serving the I-65 Northbound Welcome Center in Simpson County, KY. The gravity portion will require directional bore under a pavement segment to maintain truck traffic. The manhole immediately upstream of the station will be replaced with a pretreatment grinder/manhole combination called a Muffin Monster. The current station has developed consistent malfunction and requires the KYTC to mobilize a pump trunk to evacuate the existing pump station wet well at an exorbitant monthly cost. It is suspected the existing force main has developed downstream issues affecting the ability of the existing system to function. The KYTC, through the KY Dept of Finance and DECA, elected to replace the station and force main. A portion of the force main traverses private property (KY DOWNS Gaming, Horse Racing and Hotel Complex) and required a utility easement for new routing until it ends at an existing sewer manhole owned and maintained by the City of Franklin. This manhole will be reconstructed as part of the project.
Stabilize/reseed all disturbed areas affected by the scope of work.
ALTERNATES: Temporary Pumping of the existing wet well until the new station is operational.

Project Description
This project intends to reroute a segment of gravity line and replace an existing Pump Station and Force Main serving the I-65 Northbound Welcome Center in Simpson County, KY. The gravity portion will require directional bore under a pavement segment to maintain truck traffic.
