About this file

This is a Solicitation Modification (Version 2) issued by the Commonwealth of Kentucky's Division of Engineering and Contract Administration, on behalf of the Kentucky Transportation Cabinet (KYTC), for infrastructure rehabilitation at the I-65 Northbound Welcome Center in Simpson County, Kentucky. The project involves rerouting a segment of gravity line, replacing an existing pump station and force main, installing a pretreatment grinder/manhole combination (Muffin Monster), and reconstructing an existing sewer manhole owned by the City of Franklin. The scope includes directional boring under pavement to maintain truck traffic, utility easement coordination across private property (KY DOWNS Gaming, Horse Racing and Hotel Complex), and stabilization/reseeding of disturbed areas. An alternate bid item for temporary pumping of the existing wet well until the new station becomes operational is included. A mandatory site visit is scheduled for August 28, 2026, at 10:00 A.M. Central Time at the pump station location one mile north of the Tennessee state line. Electronic bids must be submitted through the Commonwealth's eProcurement system by September 22, 2026, at 1:30 P.M. Eastern Time, with a public bid reading via conference call at 3:00 P.M. Eastern Time on the same date. A bid bond is required and must be combined with the Official Bid Document as a single PDF attachment.

Bidders must be registered in the Commonwealth's Vendor Self Service (VSS) system prior to submission, with 24-48 hours allowed for registration processing. No bids will be accepted via postal carrier, hand delivery, email, or hard copy; only online bids through the eProcurement system are permitted. Bidders must enter $0.00 as the contract amount in the e-procurement system line item, with the actual contract amount entered on the Official Bid Document and submitted as an attachment. All bid documents, specifications, and drawings are available at no charge through the State of Kentucky Plan Room at https://www.stateofkyplanroom.com. Contractors must download documents from this official source to be registered as planholders and receive any addenda. Delays in registration or technical difficulties will not justify acceptance of late bids. Project contacts include the engineer, consultant, project manager, agency representative, and purchasing agent. Questions should be directed to Janis Wilhoite, the Purchasing Agent, at (502) 401-6239.

This project intends to reroute a segment of gravity line and replace an existing Pump Station and Force Main serving the I-65 Northbound Welcome Center in Simpson County, KY. The gravity portion will require directional bore under a pavement segment to maintain truck traffic. The manhole immediately upstream of the station will be replaced with a pretreatment grinder/manhole combination called a Muffin Monster. The current station has developed consistent malfunction and requires the KYTC to mobilize a pump trunk to evacuate the existing pump station wet well at an exorbitant monthly cost. It is suspected the existing force main has developed downstream issues affecting the ability of the existing system to function. The KYTC, through the KY Dept of Finance and DECA, elected to replace the station and force main. A portion of the force main traverses private property (KY DOWNS Gaming, Horse Racing and Hotel Complex) and required a utility easement for new routing until it ends at an existing sewer manhole owned and maintained by the City of Franklin. This manhole will be reconstructed as part of the project.

Stabilize/reseed all disturbed areas affected by the scope of work.

ALTERNATES: Temporary Pumping of the existing wet well until the new station is operational.

Project Description

This project intends to reroute a segment of gravity line and replace an existing Pump Station and Force Main serving the I-65 Northbound Welcome Center in Simpson County, KY. The gravity portion will require directional bore under a pavement segment to maintain truck traffic. The manhole immediately upstream of the station will be replaced with a “pretreatment” grinder/manhole combination called a “Muffin Monster”.
