About this opportunity

The City of Lakeland Public Works – Facilities Maintenance Division is requesting proposals for resurfacing services on eight existing pickleball courts at Kelly Recreation Complex, 404 Imperial Boulevard, Lakeland, Florida, with proposals due September 24, 2026 at 2:00 p.m. through the OpenGov procurement portal. A mandatory pre-proposal meeting is scheduled for September 10, 2026 at 9:00 a.m. at the facility. Local vendor preference applies to businesses maintaining a physical location within Lakeland Electric's service territory for at least twelve consecutive months prior to the bid due date.

The scope includes surface preparation, crack repairs, resurfacing, and line striping across all eight courts. Vendors must be certified on California Products Corporation's Plexipave and RiteWay Crack Repair products — no alternate manufacturers accepted. Work hours are Monday through Friday, 7:00 a.m. to 5:00 p.m., with surface and ambient temperature constraints specified. The specification document details acrylic resurfacer, basecoat, and topcoat compositions with volatile organic compound content of not less than 100 g/liter; line painting in three colors for kitchen, serving, and border areas; and weekly progress meetings during execution.

Proposals must be submitted on a lump-sum basis with optional alternate pricing for one adjacent tennis court. Minimum requirements include attendance at the pre-proposal meeting, a valid Florida business license, three documented similar projects completed within the past three years, detailed fee proposal, preliminary work schedule, and W-9 and Sunbiz registration documentation. Respondents must provide notarized Hold Harmless Indemnification Agreements, Human Trafficking Affidavits, and certifications regarding drug-free workplace and debarment status. Insurance requirements include Commercial General Liability and Business Auto Liability of $1,000,000 per occurrence each and Workers' Compensation at statutory limits.

Evaluation is equally weighted among four criteria: History, License and Certifications (25 points); Relevant Experience (25 points); Fee Proposal (25 points); and Proposed Schedule (25 points). The City anticipates award within ninety days of proposal opening, with estimated project start October 5, 2026. Questions are due September 14, 2026 at 5:00 p.m.
