About this opportunity

Bergen Community College is requesting qualifications from engineering firms to provide services throughout 2027, with statements due October 6, 2026 at 2:00 p.m. through the Euna Procurement website (www.bergenbids.com).

The College seeks firms with demonstrated expertise in one or more disciplines: surveying, civil, traffic, fire alarm and protection, structural, mechanical, electrical, and environmental engineering. Qualified respondents must provide comprehensive services including site analysis and planning, project needs definition, schematic concept development, preliminary and final design, preparation of plans and specifications, cost estimates, bidding assistance, budget projections, space planning, permit review and regulatory applications, and report preparation. Firms must commit to attending Board of Trustees meetings, Site and Facilities Committee meetings, and bid-related conferences as required by the College. The scope includes interaction with College personnel and applicable governmental agencies, and provision of specialized engineering services as the College deems necessary.

Submissions must include an executive summary, letter of qualification, organizational information, professional experience descriptions, and key employee resumes. Respondents must list engineering disciplines offered both in-house and through subcontractors. Administrative documentation required includes evidence of business licensing, affirmative action compliance, EEO forms, suspension and debarment certifications, Iran and Russia/Belarus investment disclosures, and anti-lobbying certifications.

Evaluation criteria focus on experience and reputation in the field, knowledge of higher education, demonstrated expertise with similar institutions, and availability for required meetings. The College reserves the right to reject any or all responses, modify the RFQ, and conduct investigations of respondents. All preparation costs are borne by respondents. This procurement is subject to New Jersey's Local Unit Pay-to-Play Law (N.J.S.A. 19:44A-20.4 et seq.). Board of Trustees approval is anticipated for November 24, 2026.
