The three most highly qualified firms will be invited to submit fee proposals for best value consideration by a Negotiation Committee.
All vendors are eligible to respond to this solicitation; however, respondents must comply with DAS Construction Services procedures and statutory requirements including Connecticut campaign contribution certifications, nondiscrimination certifications, and consulting agreement disclosures for contracts of $50,000 or more. The solicitation does not identify specific set-asides for disadvantaged or minority business enterprises, though firms must submit SBE/MBE certification status as part of their QBS Submittal Booklet and acknowledge any prior DAS/CS contracts awarded or conditionally selected within the past five years. No incumbent vendors or current contractors are identified in the solicitation documents. Selected firms must integrate with existing site infrastructure including sanitary sewer, stormwater management systems, potable water services from local providers, electrical service from Eversource, and natural gas connections, with new services or extensions required for the field house construction. All submissions must be formatted as searchable PDF files in PDF/A format (PDF 1.7 or greater) not exceeding 10 megabytes, with professional documents, business credentials, and insurance verification to be submitted within fourteen calendar days of conditional selection notification.
