About this opportunity
The Maryland Stadium Authority is requesting proposals for pre-construction management services related to Regency Furniture Stadium Improvements in Waldorf, Maryland, with technical and financial proposals due August 20, 2026, and short-listed offerors presenting orally on September 8–9, 2026. An MBE participation goal of 20 percent (without subgoals) applies; offerors must submit D-1A forms and outreach plans.
The scope encompasses design-phase cost estimating and budgeting across concept through bid/construction-document phases, scheduling, project phasing and site logistics, constructability reviews, value management and engineering, quality assurance, trade contractor capacity analysis, scope definitions, and procurement strategy with bid packaging and preparations. The project is driven by Professional Development League standards recently adopted by Major League Baseball. Offerors must independently develop Critical Path Method schedules for all phases based on their proposed durations; the design team has completed supplemental geotechnical exploration with additional reports anticipated, and field verification of underground utility locations will be the CM's responsibility. MDE permit approval is anticipated in April 2027. A formal long-lead procurement matrix will be required as a preconstruction deliverable.
Minimum qualifications include ten years' experience as prime Construction Manager at Risk on preconstruction planning and construction management, five years' experience with LEED-certified or Net Zero Energy buildings, and demonstrated bonding capacity of at least $35 million. Key Personnel — Project Executive, Project Manager(s), Project Superintendent, Lead Cost Estimator, and Lead Scheduler — must meet specified experience thresholds, including prior work on projects with construction costs of at least $30 million.
The contract includes a fixed fee for preconstruction services plus contingency, with potential transition to an at-risk Guaranteed Maximum Price agreement if construction advances. The contract term extends for the period necessary to complete the agreed scope. Required insurance includes Commercial General Liability ($2 million aggregate), Automobile Liability ($1 million), Workers Compensation per Maryland law, and Excess/Umbrella Liability ($1 million), with MSA named as Additional Insured. Financial Proposals must include a Bid/Proposal Bond of at least 5 percent of the total proposed fee. Technical merit is weighted more heavily than cost in evaluation. Addenda No. 1 through 4 have been issued; all addenda must be acknowledged in technical proposals.
