About this file

This is Addendum No. 4 to a Request for Proposals issued by Maryland Stadium Authority (MSA) for pre-construction management services related to Regency Furniture Stadium Improvements, dated August 10, 2026. The addendum clarifies requirements and responses to bidder questions regarding the scope of preconstruction services, which include design phase cost estimating and budgeting, scheduling, project phasing and site logistics, constructability reviews, value management, quality assurance, trade contractor capacity analysis, scope definitions, and procurement strategy. The anticipated MDE permit approval is expected in April 2027, subject to change based on the review process. Offerors are required to acknowledge all addenda in their Technical Proposal and submit all tabs included in the Financial Proposal attachment. The RFP requests that offerors provide their own CPM schedule for all phases based on the scope of services, and general conditions should be based on the durations proposed by the offeror rather than the estimated schedule previously issued.

Key clarifications from the addendum include confirmation that supplemental geotechnical exploration has been performed by the design team with additional reports anticipated in the future, field verification of underground utility locations will be the CM's responsibility prior to commencing field work, and the design team has not yet identified a preferred turf manufacturer. MSA has confirmed that a formal long-lead procurement matrix will be requested as part of the selected CM's preconstruction deliverables. The submission deadline remains unchanged despite the site visit postponement, and offerors should base their general conditions and cost proposals on their independently developed project schedules and durations rather than the preliminary schedule provided.
