About this opportunity
The City of Douglas, Georgia is issuing a Request for Proposals to select an engineering firm to provide comprehensive pre- and post-award services for Community Development Block Grant Disaster Recovery (CDBG-DR) and related federal and state funded public infrastructure improvement projects. The procurement encompasses water, sewer, street paving, and drainage system improvements within Columbia County. The selected engineering firm must deliver preliminary engineering reports, planning, design, cost estimating, bidding, contracting, construction oversight, quality control, and project closeout services, with a critical requirement to obtain and maintain Build America Buy America (BABA) documentation, including manufacturer certifications, throughout construction and transfer these materials to the grant recipient with engineer certification upon project completion. Qualifications and evaluation criteria include years in business, resource capability, community knowledge, professional licenses, errors and omissions insurance coverage, prior experience with CDBG programs, key personnel qualifications, ability to deliver draft preliminary engineering reports within 30 days of selection, and cost competitiveness. Proposals must be submitted in triplicate to the City Clerk, Wynetta Bolder, at 302 S. Madison Avenue, Douglas, GA 31534 by 2:00 p.m. on January 22, 2026; however, Project Addendum No. 1, effective December 29, 2025, withdrew this solicitation to allow for clarification of scope of work language, and the City intends to re-issue the RFP with an updated schedule. Interested parties should contact Michael Jacobs at the Southern Georgia RC, 1725 South Georgia Parkway West, Waycross, GA 31503, (912) 285-6097, or the City Purchasing Agent at 912-389-3453 for information regarding the revised solicitation.
This procurement is designated as a Section 3 Covered Contract under the HUD Act of 1968, with Section 3 Business Concerns specifically encouraged to apply, and the contract may extend to provide services for future community and economic development projects contingent on grant funding availability. The City of Douglas is considering multiple funding sources including CDBG-DR, CDBG Annual Competition, Employee Incentive Program (EIP), Redevelopment Fund (RDF), and Immediate Threat and Danger (ITAD) funds through the Georgia Department of Community Affairs (DCA). All contracts are subject to federal and state provisions prescribed by the DCA and must demonstrate compliance with Title VI of the Civil Rights Act of 1964, the Fair Housing Act, Section 504 of the Rehabilitation Act of 1973, the Americans with Disabilities Act, and the Build America Buy America Act. Bidders must meet minimum liability insurance requirements of $1,000,000 each for bodily injury and property damage, maintain statutory workers' compensation coverage, and comply with federal E-Verify work authorization requirements under Georgia Code. The RFP documents do not specify a total contract value or budget range, and cost proposals should be provided by proposing firms covering design, surveying, bid documents, construction management, inspections, change orders, DCA reporting, and BABA documentation, with firms indicating whether preliminary engineering reports are charged separately.
