Target implementation completion is July 1, 2027. The state anticipates a Notice of Intent to Award on September 8, 2026, and contract issuance on October 1, 2026. Subcontractors are not permitted, and all work must be performed in the United States unless a waiver is obtained. Professional liability insurance with limits of $500,000 per claim and annual aggregate is required. Proposals must remain valid for at least 90 days. Submittal forms A–E must not exceed five pages each and must not identify proposed costs; Form F contains the cost proposal.
