About this opportunity

Alameda County Behavioral Health Department is requesting pre-qualifications for specialized eating disorder treatment services under RFPQ 26-05, with responses due November 5, 2026 at 2:00 p.m. The RFPQ establishes a contractor pool model; ACBHD will refer clients with eating disorder as primary diagnosis who are not successfully managed through existing outpatient providers or require higher levels of care.

Small Local Emerging Business (SLEB) certification is mandatory: bidders must hold SLEB certification or subcontract with a certified SLEB for at least 20% of the total estimated bid amount, except non-profit organizations, churches, public schools, universities, and government agencies are exempt. SLEB-certified or local Alameda County–certified bidders at time of submission are eligible for preference points (5% local preference, 10% SLEB preference).

The scope spans multiple modalities: Residential Treatment (24-hour programs for youth and adults), Partial Hospitalization Programs (PHP) with minimum six hours daily treatment, Intensive Outpatient Programs (IOP) with minimum three hours daily, Transitional Housing for PHP/IOP participants, and Specialized ED Services utilizing evidence-based practices including individual therapy, group therapy, family therapy, licensed dietician monitoring, and medication support. In-person PHP and IOP services must be provided within a 100-mile radius of Alameda County; residential treatment must be located in California. All programs must employ licensed staff, maintain valid state licenses and current fire clearance, and include medical staff access.

Minimum qualifications include at least one year of experience providing ED treatment services to the priority population and clearance through OIG/LEIE, SAM/EPLS, California DHCS Medi-Cal lists, and Social Security Administration Death Master File. Bidders must carry Professional Liability/Errors & Omissions insurance of $1 million per occurrence and $2 million aggregate, Commercial General Liability of $1 million per occurrence, and Workers' Compensation insurance.

Proposals must not exceed six pages single-spaced with 1-inch margins and 11-point Arial font, submitted as a single PDF with an accompanying Excel budget worksheet. Written questions are due September 3, 2026. ACBHD anticipates awarding contracts December 3, 2026, with Board of Supervisors action in March 2027 and contract start April 1, 2027. Contract terms run one or more years with renewal contingent on fund availability, performance, and continued county prioritization. No minimum or maximum contract dollar amounts are guaranteed.

The Transbay Joint Powers Authority (TJPA) issues this Request for Qualifications (RFQ) for Professional Engineering, Design, and Construction Support Services for The Portal 10-UR Utility Relocation Project from engineering firms (Respondents) with qualifications and expertise in planning, design, estimating, engineering, development, procurement, and construction support of complex utility relocation projects in urban areas. The Portal is also known as the Downtown Rail Extension, Phase 2 of the Transbay Program.

Update #1 ·

The intent of this Request for Pre-Qualification (RFPQ) is to identify qualified Bidders interested in providing Eating Disorder (ED) treatment services through a pool of contractors. Alameda County Behavioral Health Department (hereafter referred to as ACBHD or County) will identify and refer clients as having an ED and not successfully managing their symptoms through outpatient treatment with existing ACBHD outpatient providers or needing a higher level of care outside of ACBHD. Through this RFPQ, ACBHD seeks specialized ED treatment services, and not standard mental health outpatient service providers with a focus on eating disorders.
