The scope covers removal of existing roof systems and installation of approximately 5,500 square feet of standing seam metal roof panels with self-adhering underlayment, flashings, trim, and related mechanical and electrical work to maintain fire station operations. The project manual specifies a 20-year warrantable standing seam metal roof assembly with a 30-year finish warranty. The base bid includes allowance for up to 50 square feet of deteriorated plywood deck replacement and 100 board feet of deteriorated wood blocking, with unit prices required for additional quantities. A full-time on-site superintendent with minimum five years' experience and installer certification with minimum five years' experience installing the same or similar materials are mandatory. Monthly manufacturer's technical site visits are required, with the first visit within three days of work commencement and manufacturer's final inspection to occur only with the engineer present.

Evaluation criteria are equally weighted at 25 points each: Company Experience with similar projects within the past three years, Personnel Experience of key staff, Fee Proposal completeness and competitiveness, and Proposed Schedule realism and responsiveness to operational constraints. Respondents must provide at least three references for similar projects. A bid bond equal to at least 5 percent of the proposal price is required, along with Commercial General Liability of $1 million, Business Automobile Liability of $1 million, Excess Liability of $1 million, Workers' Compensation per statutory limits, Builder's Risk or Installation Floater Coverage, and a 100-percent Public Construction Bond per Florida Statute Section 255.05.

A local vendor preference applies to firms located within Lakeland Electric's service territory for at least 12 consecutive months prior to submission. Questions are due August 17, 2026, at 5:00 p.m. Contract award is anticipated within 90 days of proposal opening, with contract execution required within ten days of award and performance and payment bonds due within three days of execution.
