About this opportunity

Broward County is seeking proposals for repair or replacement of windows, glass doors, wood doors, metal doors, door hardware, panic hardware, and automated entry systems for the Port Everglades Department and various other county agencies under an open-end indefinite-quantity contract, with proposals due October 2, 2026. A 25 percent County Business Enterprise (CBE) goal applies; vendors must achieve this through certified CBE subcontractors or suppliers, with shortfalls subject to liquidated damages of 50 percent of the shortfall amount capped at 10 percent of total contract value.

Vendors must hold one of several required licenses: Florida Certified General Contractor, Certified Building Contractor, Certified Glazing Contractor, or Broward County licenses for General Building Contractor Class A or B, Windows and Doors Class WD, or Glazing Contractor Class G. All exterior doors must be impact-resistant, weather-stripped, and Miami-Dade County approved; frames must meet hollow metal construction specifications; all hardware must comply with NFPA 101 and NFPA 80. Work must be completed during normal business hours (Monday–Friday, 8 a.m. to 5 p.m.) with individual projects finished within 30 business days from Notice to Proceed unless extended by the Project Manager. Vendors must provide a minimum two-year warranty on labor and parts and perform at least 99 percent of contract work without subcontracting.

The contract includes pass-thru allowances totaling $350,000 annually: permits ($80,000), parts and materials ($190,000), specialty subcontractors ($30,000), and equipment ($50,000). No price increases are permitted during the initial contract period; vendors may request increases for renewal terms at least 90 days prior to expiration based on Consumer Price Index or Producer Price Index calculations. Award will be made on a total bid price basis or, at the County's discretion, on a group or item-by-item basis to the lowest responsive, responsible bidder. The contract term is one year from award, with renewal for up to four additional one-year periods subject to vendor acceptance, satisfactory performance, and the Director of Purchasing's determination that renewal serves the County's interest. A local-business location preference applies for Best and Final Offer consideration or tiebreaker eligibility; vendors must submit a completed Location Certification form and Broward County local business tax receipt by the proposal deadline to qualify. Bid security equal to 5 percent of total price and successful vendors' performance and payment bonds equal to 50 percent of the total expected contract amount for the current annual term are required. Vendors must comply with security requirements varying by facility type, including background screening and contractor identification badges. Responses must be submitted electronically through BPRO by October 2, 2026.
