About this opportunity
The State of Minnesota Department of Administration is requesting proposals for statewide pest control services under SWIFT Event 18705 (a reissue of Event 18385 from May 2026), with proposals due October 20, 2026 at 3:00 p.m. Central Time. This RFP establishes contract(s) available to all State Agencies, Boards, Commissions, and Cooperative Purchasing Venture members across 2 service zones and 87 counties; Addendum No. 1 (October 7, 2026) notes that specifications and requirements have changed from the original posting.
Responders must hold a Minnesota Structural Pest Control Company (SPCC) license, and all pesticide-applying employees must hold a Structural Pest Control Applicator (SPCA) license. Minimum qualifications require five years of commercial pest control experience: vendors serving Zone 01, Zone 02, or the Metro Area Counties (Anoka, Carver, Chisago, Dakota, Hennepin, Isanti, Ramsey, Scott, Sherburne, Washington, Wright) must demonstrate 3.5 million square feet per year; vendors in other counties must demonstrate 1 million square feet per year. Contracts exceeding $100,000 require Workforce and Equal Pay Certificates or approved exemptions from the Minnesota Department of Human Rights.
The scope covers insect control (roaches, ants, silverfish, ground beetles, crickets, fruit flies, stored product pests, flies, bees, wasps, hornets, boxelder bugs, and other arthropod insects) and commensal and semi-commensal rodent control (mice, rats, squirrels, chipmunks). Excluded pests include invasive plants, bed bugs, spongy moths, birds, bats, snakes, raccoons, beavers, and other vertebrates except commensal or semi-commensal rodents; no live trapping is permitted. Services include initial setup, weekly and monthly inspections, emergency and non-emergency hourly service, and pest reduction mapping. Equipment is provided at no additional cost during weekly or monthly inspections; hourly service equipment costs are charged cost-plus.
The estimated total contract value for one year is $500,000 to $600,000. The contract term runs December 1, 2026 through November 30, 2027, with options to extend up to an additional 48 months in increments determined by the State. Commercial General Liability and Pollution Liability insurance of $2,000,000 per occurrence each are required. Evaluation is conducted in phases: Phase 2 weighs acceptance of State terms and conditions (200 points) and pricing (800 points) for a total of 1,000 points. Anticipated award date is November 16, 2026. Responders must complete Exhibit D: Price Schedule with line items for all applicable services and zones or counties they propose to serve.
