About this file
This is a Request for Proposal (RFP) attachments document from the State of Minnesota for establishing statewide pest control service contracts available to all State Agencies, Boards, Commissions, and Cooperative Purchasing Venture members. The solicitation seeks vendors to provide commercial pest control services for insects, commensal and semi-commensal rodents across the state, which has been divided into two service zones and 87 counties for service delivery purposes. The RFP explicitly excludes services for invasive plants, bed bugs, spongy moths, birds, bats, snakes, raccoons, beavers, and other vertebrates except commensal or semi-commensal rodents, with no live trapping permitted under any awarded contract. Insect control examples include roaches, ants, silverfish, fruit flies, wasps, hornets, and various other arthropods, while rodent control encompasses mice, rats, squirrels, and chipmunks. This is a reissue of a previous solicitation (18385) posted in May 2026, with Addendum No. 1 issued on October 7, 2026, noting that specifications and requirements have changed since the original posting.
Responders must complete and submit the Exhibit D Price Schedule with their proposals, pricing all applicable line items for each zone and/or county they propose to serve, with the state retaining the right to reject responses lacking sufficient line items or to enter the highest price received from all responders for any blank or "No Bid" line items. Responders must also submit copies of all applicable catalogs, online catalog addresses, or price lists used for pricing purposes, ensuring compliance with Minnesota IT Services accessibility requirements. Vendors must meet minimum qualifications based on service area: those offering services in Zone 01, Zone 02, or Metro Area Counties (Anoka, Carver, Chisago, Dakota, Hennepin, Isanti, Ramsey, Scott, Sherburne, Washington, and Wright) must demonstrate a minimum of five years of experience providing commercial pest control services for a combined total of 3.5 million square feet per year, while vendors serving other counties outside the Metro Area must have at least five years of experience with 1 million square feet per year. For contracts exceeding $100,000, responders must provide Workforce and Equal Pay Certificates or approved exemptions from the Minnesota Department of Human Rights, and all responses must include signed Responder Declarations, Exceptions to State Terms and Conditions, and Contractor Contact Information forms.

ATTACHMENT C: COST DETAIL
1. Cost Proposal. Responders should review Exhibit D: Pricing of the Sample Contract and Exhibits document for additional pricing terms related to the Cost Proposal.
Responders must download and use the Exhibit D: Price Schedule attached to this Solicitation. The Price Schedule must be completed by the Responder and uploaded with the response. If pricing is not returned with your solicitation response, your response will be rejected. Failure to use the Price Schedule may be cause for rejection.
Responders are strongly encouraged to provide a price for all line items within each zone and/or county they are proposing. The State reserves the right to reject responses that do not supply sufficient line items for a zone and/or county.
Responders do not have to propose pricing for all zones or counties. Responders must complete the applicable Exhibit D: Price Schedule tab for each zone and/or county they propose.
If offering services by county, Responders must complete an Exhibit D: Price Schedule “By County” tab for each county they propose or by combining all counties for which they propose identical pricing. Responders must complete a separate Price Schedule for each county which has a difference for any price on the Price Schedule.
Responders may obtain a separate Price Schedule by making copies of the blank “By County” Price Schedule tab included with the solicitation documents.
For the purposes of evaluation, if a responder leaves blank or enters "No Bid" into a line item on a zone and/or county they are proposing, the State may enter the highest price received from all responders for that line item for that zone and/or county.
2. Catalogs and Price Literature. Responders must submit copies of all applicable catalogs, on-line catalog addresses, or price lists used for pricing purposes with their response. Do not submit marketing material with your response unless otherwise requested.
All price lists proposed must meet accessibility requirements per the Minnesota IT Services, Office of Accessibility website: https://mn.gov/mnit/programs/accessibility/
3. Alterations or Erasures. The State reserves the right to reject a response containing an alteration or erasure of any price used to determine the lowest responsible responder unless the alteration or erasure is done in a manner that is clear and authenticated by an authorized representative of the Responder. An acceptable way to make an alteration or erasure is to cross out the price, print the correction in ink adjacent to it, and have an authorized representative of the Responder initial and date that correction.
