About this opportunity

The Oregon Department of Transportation is requesting proposals from eligible Price Agreement holders on architectural and engineering services for Region 4 and Oakridge ADA Ramps design and construction support, with proposals due September 16, 2026 through OregonBuys. Only consultants holding current Price Agreements in ODOT's Full-Service A&E Price Agreement series for ADA Projects (Tier A&B) are eligible to respond — a restrictive eligibility gate.

The scope spans design from Conceptual Design through Plans, Specifications and Estimates, bidding assistance, and construction engineering inspection for approximately 90 non-compliant and missing curb ramps at signalized and non-signalized intersections across ODOT's State Highway system in Region 4 (Dufur, Wasco, Condon, Bend, La Pine, Redmond) and Oakridge. The project is driven by a 15-year settlement agreement with the Association of Oregon Centers for Independent Living requiring remediation of accessibility issues by December 31, 2032. Deliverables must comply with applicable ADA standards and ODOT specifications. The consultant must maintain at least one Oregon Registered Civil Engineer in active status and use specified software including ProjectWise, ArcGIS, BlueBeam Revu, Bentley OpenRoads Designer, and Smartsheet. The final PS&E delivery is targeted for May 26, 2028; the Notice-to-Proceed is anticipated for Fall/Winter 2026.

The estimated construction budget is $6.5 million to $7.5 million. Compensation will be negotiated through one of the following methods: cost-plus-fixed-fee up to a not-to-exceed amount, fixed price per deliverable or milestone, time and materials up to a maximum NTE, or price per unit. The DBE participation goal is 0%. Funding sources include Federal Highway Administration and State funds.

Evaluation criteria are specific experience of key staff (maximum 40 points), project approach (maximum 60 points), project samples (maximum 30 points), and proposal clarity and conformity (maximum 10 points), totaling 140 points; interviews may add up to 100 additional points. Questions are due five calendar days prior to bid opening. Proposals must include a cover sheet, technical proposal not exceeding five pages, and four key staff resumes of one page each. The proposal offer period is firm for not less than 180 days following bid opening; ODOT reserves the right to make additional awards up to nine months after the Mini-RFP closes.
