About this opportunity

The Colorado Department of Early Childhood is soliciting quotes for reflective consultation services for Early Intervention Care Navigators statewide, with quotes due July 30, 2026, at 2:00 p.m. Mountain Time. Service-Disabled Veteran Owned Small Business vendors will receive a 3 percent scoring preference if properly certified.

The scope requires a vendor to provide individual and group reflective consultation sessions to twelve Care Navigators and two team leaders within the Division of Community and Family Support, addressing burnout and secondary trauma through strengths-based, reflective activities. The vendor determines the service delivery model (group size and session frequency) in collaboration with Care Navigation team leaders, with group sessions scheduled Monday through Thursday and individual monthly sessions for each Care Navigator. One-hour sessions are appropriate. Virtual delivery via secure videoconference is permissible provided all activities occur within Colorado. The contract runs through June 30, 2027, with potential renewal for additional terms not to exceed five years, contingent on available appropriations and satisfactory performance. Anticipated start is August 2026 upon purchase order execution.

Mandatory qualifications include a minimum of five years of experience providing reflective consultation, demonstrated understanding of Early Intervention Colorado's mission and the Care Navigator role, relevant experience with customer or family-facing staff, knowledge of common challenges in customer service positions, and relevant credentials or certifications. Cost is the primary evaluation consideration, with the Department assessing overall reasonableness of proposed budgets relative to scope. Vendors must propose firm monthly and per-session pricing. The Department declined to disclose an anticipated budget range to maintain competitiveness. Satisfaction surveys at six and twelve months are the vendor's responsibility, developed and administered in collaboration with team leaders.

Vendors must register in BidNet Direct for submission, obtain a Unique Entity Identification from SAM.gov, and register with CORE prior to contract award. All quotes must include a completed Statement of Work template and not exceed five pages excluding required attachments. The inquiry deadline was July 22, 2026; answers to inquiries posted July 24, 2026. This is a new competitive procurement with no incumbent. The Department reserves the right to award to multiple vendors and waive mandatory requirements.
