About this file

This file is an Amendment #01 to Documented Quote (DQ) 2027-0018 issued by CDEC for Reflective Consultation services to support Early Intervention (EI) Care Navigators. The solicitation requests vendor proposals to provide reflective consultation through individual and group sessions to twelve Care Navigators and two team leaders. Services are anticipated to begin in August 2026 and continue through June 30, 2027. The vendor has flexibility in determining the service delivery model, including group size and session frequency, provided the approach is developed in collaboration with Care Navigation team leaders. Group sessions should be scheduled Monday through Thursday based on team availability, with individual sessions occurring monthly for each Care Navigator. The proposal must adhere to a single service model and include Exhibit A (Statement of Work) separate from the five-page limit. This is a new competitive procurement with no incumbent vendor.

Vendors must provide firm monthly and per-session pricing for all reflective consultation services. CDEC declined to disclose an anticipated budget range or not-to-exceed amount to maintain procurement competitiveness. Virtual service delivery is permissible; however, the vendor must complete activities within Colorado. The vendor is responsible for developing and administering six-month and twelve-month satisfaction surveys in collaboration with Care Navigation team leaders. Since vendor documentation will be limited to aggregate, non-identifying session summaries, the vendor will not be considered to have access to protected information for insurance requirements purposes. Responses must be submitted through BidNet Direct, and the solicitation is open to all organizations without restriction to a pre-qualified vendor pool.

DQ1 QAAA 2027000018 Reflective Consultation for EI Care Navigators

Amendment #01

The purpose of this Amendment #01 is to incorporate the list of questions and answers (Q&A) received by the inquiry deadline, to the Documented Quote (DQ) document. Please refer to all the questions and answers below.

Questions and Answers

1. How many team leaders are expected to participate?

A: Two.

2. Are team leaders expected to participate in their own group, receive individual reflective consultation, or have access to both?

A: Individual sessions.

3. For the individual consultation portion, is CDEC expecting each Care Navigator to receive one individual session each month, or should individual sessions be available as needed?

A: Each Care Navigator should receive one individual session per month.

4. Does CDEC have a preferred number or size of groups for the 12 Care Navigators?

A: No strong preference. This decision should be made by the vendor in collaboration with Care Navigation team leaders.

5. We are considering three smaller groups of up to four participants to increase scheduling options, meaningful participation, and psychological safety. Would CDEC be open to this structure?

A: Yes

6. Would it be appropriate to include one recommended service model and an alternate option, such as three smaller groups or two larger groups? If so, should those be submitted separately?

A: Please ensure the proposal adheres to one service model.

7. Does CDEC have a preferred frequency and length for group sessions, individual sessions, and team-leader consultation?

A: Flexible, but an hour is likely appropriate.

8. Given the proposal and contracting timeline, does CDEC anticipate services beginning in

August or September 2026?

A: CDEC anticipates services beginning sometime in August, however, this is dependent on multiple factors that can come up during evaluations but this is the anticipated beginning date.

9. Since the contract will begin upon execution and end June 30, 2027, should vendors estimate a specific number of service months or provide firm monthly and per-session pricing?

A: Please reference the response to question #8. In addition, please provide firm monthly and per-session pricing.

10. Is there a maximum budget or anticipated funding range for this work?

A: In order to keep this solicitation competitive, CDEC will not be releasing the anticipated funding range for this project.

11. I’m a registered vendor in ColoradoVSS and my profile is fully approved. I’m interested in responding to DQ1-QAAA-2027000018-1, but the Respond button is grayed out. Could you confirm whether this solicitation is restricted to a pre-qualified vendor pool? Or help me otherwise unlock the respond button.

A: This solicitation is open to all organizations and is not restricted to a pre-qualified vendor pool. Please note that we use the ColoradoVSS and BidNet Direct sites to publish our procurement opportunities. Although we use both sites for publication we only accept bid submissions through BidNet Direct. Please reference Section 3.0

Quote Submission Instructions, for details on how to submit your response.

12. The DQ request states, “the selected vendor will facilitate individual and group meetings to provide reflective consultation…” Are there a specific number of groups and/or individual meetings that is desired/requested or is that up to the vendor to recommend frequency and cadence of meetings?

A: The frequency and cadence will be determined in collaboration with the vendor and Care Navigation team leaders.

13. Are there specific days the groups need to occur? Or will the scheduling be up to contractor?

A: Group sessions should be planned in consultation with Care Navigation team leaders, Monday-Thursday, based on schedules.

14. Can you confirm that Exhibit A- Statement of work does not count toward the 5-page limit?

A: Correct

15. May all reflective consultation services be delivered fully virtually via secure videoconference, with the vendor operating from outside Colorado?

A: Virtual services are possible, but the vendor needs to complete activities within

Colorado.

16. Does CDEC have an expected frequency or format for sessions (for example, monthly group sessions and periodic individual sessions), or is the vendor free to propose a service model?

A: Open to the vendor proposing options.

17. In addition to the twelve Care Navigators, how many team leaders will participate in reflective consultation?

A: Two.

18. Is there an anticipated budget range or not-to-exceed amount for the initial term through June 30, 2027?

A: Please reference the response to question #8 and question #10.

19. Will CDEC develop and administer the 6-month and 12-month satisfaction surveys referenced in Section 5.0, or is the vendor expected to develop and administer them?

A: The vendor is expected to develop and administer the surveys, in collaboration with Care Navigation team leaders.

20. Is an incumbent vendor currently providing reflective consultation to the EI Unit, or is this a new service?

A: This solicitation is a new competitive procurement for these services.

21. Given that vendor documentation would be limited to aggregate, non-identifying session summaries, would CDEC consider the vendor to have access to protected information for purposes of the insurance requirements in the Purchase Order Terms and Conditions?

A: No.
