About this opportunity

Napa County is requesting bids on repair of storm-damaged roadway at Redwood Road milepost 5.41 under IFB #RDS 26-22, with bids due July 21, 2026 at 11:30 a.m. and questions due July 6, 2026 at 12:00 p.m. The project requires a Class A contractor license and prevailing wage compliance under California Labor Code sections 1720 and 1771, with proof of Department of Industrial Relations public works contractor registration at bid opening.

The scope addresses November 2025 storm damage that undermined approximately 33 linear feet of roadway edge. Work includes installation of a rock slope protection (RSP) buttress constructed at a 1:1 slope, approximately ten feet high and averaging five feet in thickness, to stabilize the downhill shoulder; roadway reconstruction or repaving extending approximately 100 linear feet with 5 inches of HMA Type A and 8 inches of AB Class 2 base course; mobilization, clearing and grubbing, erosion control, temporary traffic control, and final cleanup. The contractor must maintain one full travel lane at all times with a minimum 9-foot-wide roadway for emergency vehicles and preserve local access. Geotextile (Mirafi 500X or approved alternative) must be placed between existing soil and rip rap meeting Caltrans Class V or VI specifications (Method A placement). Temporary traffic control must comply with California Manual on Uniform Traffic Control Devices standards, and the contractor must submit a separate traffic control plan for county approval.

The engineer's estimate is $280,000. Construction must be completed within 30 working days from Notice to Proceed, with liquidated damages of $4,000 per calendar day. Work is scheduled for September through October 2026, with all earthwork to be completed by October 30. Normal work hours are Monday through Friday, 7:00 a.m. to 5:00 p.m. unless otherwise approved.

Bid security of 10% of the total bid must accompany submissions. The successful bidder must furnish Performance and Labor and Material Bonds each equal to 100% of the contract price. Bids must remain valid for 90 days. Payment will be processed as progress payments with 5% retainage. The County will award to the lowest responsive and responsible bidder.

Opportunity text

The November 2025 storms caused a small landslide that undermined about 33 linear feet of the roadway edge at Redwood Rd MPM 5.41, leaving part of the asphalt unsupported and creating a steep drop down to a private driveway. To ensure the future stability of the road and provide public safety, the project proposes to repair the damage by installing a new rock slope protection (RSP) buttress to stabilize the downhill shoulder of Redwood Road. The RSP is proposed to be constructed at a 1:1 slope, about ten feet high, averaging five feet in thickness. Following installation of the RSP, the damaged road surface will be reconstructed or repaved. Roadway reconstruction will extend about 100 feet.
