About this opportunity

The City of Newark, New Jersey is soliciting bids for contract #2025-17 to provide comprehensive recycling services for used tires, with an electronic bid submission deadline of 10:15 am on Thursday, April 17, 2025. The procurement covers recycling services for various tire types, including truck, car, loader, and mixed tires, with vendors required to supply a repository and provide documentation verifying the final destination and reuse of recycled materials. Bidders must submit a flat-rate price quote on a per-ton basis, with separate line items for different tire types and an additional $2 per mile charge for facilities located more than ten miles from Newark City Hall. The contract is anticipated to cover a two-year period, and vendors must possess all necessary state registrations, permits, and certificates to operate a tire recycling facility. Key requirements include providing a certified weight scale, safely storing tires, submitting monthly documentation of tire weights, and completing an annual TG-2 Recycling Report Form.

The bid opportunity appears to be open to all qualified vendors without specific set-aside designations for disadvantaged enterprises. Insurance requirements include worker's compensation, public liability, and property damage coverage, with the City of Newark to be listed as an additional insured. Vendors must complete and submit multiple compliance documents, including a W-9 form, Mandatory Equal Employment Opportunity Language form, Americans with Disabilities Act attachment, Statement of Ownership Disclosure, and a Disclosure of Investment Activities in Iran form. While specific budget ranges are not explicitly stated, the per-ton pricing structure suggests that the total contract value will depend on the volume of tires recycled during the two-year contract period. The comprehensive documentation requirements, including detailed vendor qualification questionnaires and compliance certifications, indicate a thorough vetting process to ensure potential contractors meet the City of Newark's legal, ethical, and operational standards.
