About this opportunity

City of Madison Parks Division is requesting proposals for recreational services and placemaking activities in city parks under RFP 15045, with proposals due September 1, 2026 at 2:00 p.m. Central Time. Local-vendor preference applies; proposers must register as local vendors by the bid deadline to receive preference points.

The scope encompasses new or expanded recreation programming aligned with the City's commitment to equity, inclusion, innovation, and well-being, including instructional programs, concession operations, and other community-based recreational and placemaking concepts. Proposals fall into two categories: community-based programs that do not charge participant fees, and vendor or business programs that charge fees. Selected programs are typically longer-term in nature and approved for up to three years of priority continuation. Community-based programs receive reduced or waived reservation and permit fees; vendor programs demonstrating community benefits may receive modified fees. All proposers receive priority park reservations and equipment storage capability.

Proposals are limited to six typed pages (Arial 10-point minimum) and must address organizational background, proposed activities, equity and access considerations, and accountability metrics. The Parks Division does not typically provide direct funding, though proposers may request capital or operating contributions subject to approval based on budgetary constraints. All capital improvements require pre-approval by the Parks Division.

Proposers should note that an existing agreement with Madison School and Community Recreation (MSCR) is in place; proposals directly competing with MSCR programming will not be considered. Insurance requirements include general liability of at least $1,000,000 per occurrence, workers' compensation, automobile liability of $1,000,000, and umbrella liability of $2,000,000. Contractors with 15 or more employees earning $50,000 or more annually from the City must submit an Affirmative Action Plan. Questions are due July 31, 2026 at 2:00 p.m. Central Time, with answers posted as addenda by August 11, 2026. Proposals are submitted by email to City of Madison Purchasing Services.

Opportunity text

The Parks Division is seeking to partner with organizations to provide recreational and placemaking
services that attract positive activities in its parks and enhance the park visitor experience. The Parks
Division strives to provide affordable opportunities for recreational experiences, however, does not itself
offer many recreational programs. Instead, the Parks Division relies on community partners to provide
and manage park-based recreation and placemaking activities.

This RFP seeks new or expanded recreation ideas that align with City's commitment to equity, inclusion,
innovation, and well-being. These services may include but are not limited to instructional programs,
concession operations, and other innovative community, recreation, and park placemaking concepts. The
purpose of this RFP is not to replace the current Parks Division permitting process or currently existing
agreements. Successful programs will typically be longer-term in nature, and do not fit neatly into the
existing park permitting framework.
