About this opportunity

The Illinois Department of Innovation and Technology, in agreement with the Chief Procurement Officer for General Services, is soliciting proposals for a joint purchase master contract for statewide Telecom Voice Services – Modern Services, with proposals due September 25, 2026 at 10:00 a.m. CST. This is a rebid; the RFP was originally published September 8, 2026.

The scope spans all 102 Illinois counties and serves state agencies, universities, colleges, local government agencies, the Illinois Century Network, and qualified not-for-profit entities. Services include Voice over IP, cloud-based telephony, Direct Inward Dialing, toll-free inbound, long-distance, call forwarding, voicemail, conferencing, and accessibility services (TDD/TTY relay). Estimated service volumes include over 55,000 DID numbers, 7,000–8,500 POTS services, 1,200–1,500 legacy Centrex-like lines, 15,000–18,000 agency-issued smartphones, 1,200+ toll-free numbers, and 3–4 million monthly long-distance minutes. Vendors must price services by county using a Master Pricing Tool and submit full pricing across all mandatory line items; partial bids are non-responsive. Pricing must remain firm for the first three years, with adjustments thereafter permitted only once every three years based on CPI-U. Vendors must complete transitions from legacy systems within six months of order and may subcontract services they cannot provide directly. All services must be performed in the contiguous United States.

Responses must address technical merit (1,000 points), commitment to diversity (200 points), and pricing (500 points), with 840 points minimum to qualify for price evaluation. Commitment to Diversity scoring encompasses BEP goal compliance, WMDB subcontracting and contracting history, DEI spending as a percentage of gross revenue, DEI time investment, written DEI policies, and diversity in staffing across governance, executive, management, supervisory, and staff levels.

The contract term is ten years with no renewals. Security requirements include NIST SP 800-53 Revision 5 compliance, AES-256 encryption (FIPS 140), SOC 2 Type 2 audits, 24-hour breach notification, state-managed encryption keys, Identity and Access Management integration with multifactor authentication, and prohibition on using state data for AI or machine learning training. Vendors must maintain general commercial liability insurance of $1 million per occurrence and $2 million annual aggregate. Proposals require Financial Disclosures and Conflicts of Interest forms for annual values exceeding $100,000; subcontractors with annual values over $100,000 must submit matching disclosures. Evaluation occurs September 30 through October 23, 2026, with anticipated contract execution by December 10, 2026.
