About this opportunity

The Illinois Department of Innovation and Technology, in agreement with the Chief Procurement Officer for General Services, is soliciting proposals to establish a joint purchase master contract for statewide modern telecommunications voice services, with proposals due September 2, 2026 at 10:00 a.m. CST. This is a rebid; the original solicitation extended to August 17, 2026. No set-asides, small business provisions, or Business Enterprise Program participation goals apply.

The scope covers comprehensive IP-based voice services across all 102 Illinois counties for state agencies, universities, colleges, local government agencies, the Illinois Century Network, and qualified not-for-profit entities. Services include VoIP and cloud-based telephony; Direct Inward Dialing (DID), toll-free, and long-distance calling; unified communications platforms; SIP trunking; hosted voice over IP; dedicated voice access; and professional services including installation coordination, maintenance support, technical analysis, network design, programming, and project management. Estimated volumes include 55,000+ DID numbers, 7,000–8,500 POTS lines, 1,200–1,500 toll-free numbers, 15,000–18,000 agency-issued smartphones, 4.5 million monthly outbound minutes, and 9.7 million monthly inbound toll-free minutes, plus accessibility services (TDD/TTY, WPS, GETS, TSP). The contract transitions all agencies from legacy systems on a functional 1-for-1 basis with migrations completed within six months of agency orders. Vendors must meet mandatory technical requirements including minimum five years of telecom voice experience, 911 caller location display, 90-day service transition, and 24/7/365 support. Insurance requirements: $1,000,000 general commercial liability per occurrence and $2,000,000 annual aggregate. Data centers must be located in the contiguous United States; NIST 800-53 Revision 5 security standards apply; vendors must encrypt all state data at rest and in transit using FIPS 140-compliant AES-256; SOC 2 Type 2 audit reports are required at award and annually; and vendors must notify the State within 24 hours of any data breach. Artificial intelligence use without express written state authorization is prohibited.

The initial contract term is ten years with no extensions beyond that period. Pricing is submitted by county using the Master Pricing Tool Excel Spreadsheet and evaluated on a 500-point scale using the formula: Maximum Points × (Lowest Price / Offeror Price). Commitment to Diversity evaluation contributes 200 points (20% of technical requirements), assessed across BEP goal compliance, subcontracting and contracting with women, minority, and disability-owned businesses, DEI spending, DEI time, DEI policies, and diversity in staffing; all claimed activities require written verification documentation. Technical and desirable elements scoring 1,000 points include long-distance calling, fraud detection, toll-free services, number portability, enhanced 911 updates, and conference calling. A minimum of 840 combined points for technical and diversity proposals is required to reach price evaluation. The incumbent legacy voice contract (P-89953) runs through December 11, 2028, but legacy services will not transfer to the new modern contract. Technical evaluation and price scoring proceed September 7–October 19, 2026, with contract execution targeted for December 10, 2026. Vendors must register in the Illinois Procurement Gateway and submit a completed Vendor Disclosure Form (Forms A) or IPG Active Registered Vendor Disclosure, Financial Disclosures and Conflicts of Interest form (if annual value exceeds $100,000), Commitment to Diversity Answer Sheet with verification documentation, Offer Form identifying all subcontractors with annual values exceeding $100,000, and pricing via the Master Pricing Tool.
