About this file

This is a Master Pricing Tool Excel spreadsheet for the State of Illinois Department of Innovation and Technology's joint purchase master contract for Telecom Voice Services – Modern Services. The pricing workbook requires vendors to submit competitive rates across multiple service categories including outbound long distance calling (intrastate and interstate), inbound toll-free services, international calling to over 150 countries, dedicated voice access circuits, POTS-like services, business POTS lines, directory assistance and operator services, DSL internet access, professional services, SIP trunking, microwave connectivity, 911 services, and hosted voice over IP solutions. Vendors must provide cost per minute (CPM), monthly recurring charges (MRC), and non-recurring charges (NRC) for services to be delivered across all Illinois counties, with current traffic data provided for capacity planning. The State seeks a single vendor capable of providing the full scope of voice services statewide and is willing to accept vendors responding to individual service options or bundled solutions.

Pricing is evaluated on a 500-point scale across all service categories, with evaluation using the formula: Maximum Points × (Lowest Price / Offeror Price). Vendors must indicate whether Federal Universal Service Fund (FUSF) charges apply and should include applicable FUSF rates in their submissions. Current volumes total approximately 4.5 million monthly outbound minutes and 9.7 million monthly inbound toll-free minutes, excluding university usage. The spreadsheet accommodates county-specific pricing with the ability to list identical pricing across multiple counties in a single submission. Optional services are permitted but cannot exceed 20 percent of the evaluated category total and must remain within the scope of the specific service line. Vendors must provide detailed quotes for professional services including installation coordination, maintenance support, technical analysis, network design, programming, billing analysis, and project management at standard and overtime rates to support implementation, configuration, testing, and ongoing operational support.
