About this opportunity
The Illinois Department of Transportation is conducting a rebid for de-icer solutions serving Districts 2-7 through Invitation for Bid (IFB) number 26-494DOT-FINAD-B-51683. The procurement is for an order-as-needed contract with an initial term commencing upon execution and ending June 30, 2027, with a maximum total contract term not to exceed ten years including renewals and extensions. The de-icer product must meet specific technical specifications, including effectiveness in lowering freeze points to a maximum of minus 40 degrees Fahrenheit when mixed with bulk rock salt, a specific gravity between 1.2 and 1.4, a pH rating between 6 and 9, and natural unaltered solids by volume of 52 to 55 percent, with Biomelt AG64 or an acceptable alternative as the required product standard. All deliveries must be completed within 24 hours of order receipt during regular work week hours (8:00 a.m. to 2:00 p.m.) at designated Department of Transportation locations, with vendors required to contact the ordering location 24 hours prior to delivery and provide signed delivery slips documenting gallons and contract price. The apparent low bidder may be required to submit product samples for testing and evaluation at no additional cost to the state within five business days of request, with failure to comply resulting in bid disqualification. Bidders must maintain general commercial liability insurance of $1,000,000 per occurrence with a $2,000,000 annual aggregate, auto liability of $1,000,000 per occurrence, and worker's compensation insurance as required by law. All bids must be submitted electronically through BidBuy by April 16, 2026, with bid opening on the same date, and all bids must remain firm for 90 days following opening. The State will award the contract to the lowest priced responsive and responsible bidder meeting all specified criteria.
This procurement includes a 3% Business Enterprise Program (BEP) participation goal designed to promote minority and disadvantaged business utilization, requiring bidders to submit a completed Utilization Plan demonstrating either goal achievement through certified BEP vendor participation or comprehensive documentation of good faith efforts to meet the target. All bidders must submit either an active Illinois Procurement Gateway (IPG) registration or complete the Vendor Disclosure form (formerly Forms A), along with the IPG Active Registered Vendor Disclosure form if applicable, certifying compliance with numerous state and federal requirements including the Drug Free Workplace Act, conflict-of-interest provisions, political contribution restrictions, and labor law compliance. Bidders may claim preferences under the Illinois Procurement Code, including the Illinois Business Preference and Domestic Product Preference, provided they submit appropriate documentation; domestic products receive preference unless price differentials exceed 12% or quality considerations apply. Vendors must also complete and submit the IFB Offer to the State of Illinois form and acknowledge the Standard Terms and Conditions available through the Illinois Procurement Office website. A $15 administrative fee applies to any awarded contract valued at $1,000 or more, to be deducted from the first payment by the State Comptroller. Freight is included in the unit price rather than called out separately, with pricing estimated and located in the BidBuy Purchase Order items tab. The total payments under the initial term shall not exceed an amount to be entered by the State prior to execution, and no federal funding is indicated for this procurement.
