About this file
This is an Invitation for Bid (IFB) form for the State of Illinois, specifically for a rebid of de-icer solutions serving Districts 2-7. The solicitation number is B-51683, referenced as 26-494DOT-FINAD-B-51683. The document serves as the formal offer submission form that bidders must complete and return to be considered for this procurement opportunity. The form requires bidders to confirm their understanding of all solicitation requirements and acknowledges that failure to meet stated requirements will result in disqualification from consideration.
The solicitation includes a 3% Business Enterprise Program (BEP) goal to promote minority and disadvantaged business participation. Bidders may claim preferences under the Illinois Procurement Code, including the Illinois Business Preference and the Domestic Product Preference, provided they submit appropriate documentation such as the required affidavit or specify "Domestic Product" in relevant line items. Any bidder taking exception to the Standard Terms and Conditions must submit a redlined version with their offer, though the State retains the right to accept or reject such exceptions. The Standard Terms and Conditions are available through the Illinois Procurement Office website at https://cpo-general.illinois.gov/solicitation-and-contract-templates.html.
