Bidders must submit lump-sum pricing for each line item and bid security equal to at least 10 percent of the total bid amount in the form of a certified check, bank check, or bid bond. The successful bidder must furnish Performance and Payment Bonds, each equal to 100 percent of the contract amount, as required by Section 137 of the New York State Finance Law. All bidders must submit the New York State Vendor Questionnaire and an MWBE Utilization Plan with their proposals and demonstrate permanent place of business, adequate plant and equipment, suitable financial resources, and appropriate technical experience. Liquidated damages of $1,000 per consecutive day apply for failure to meet the 120-day completion deadline. The municipality reserves the right to reject any or all bids and will award to the lowest responsible bidder.
