About this file

This is an Addendum No. 2 to the City of Long Beach Department of Public Works solicitation for re-bid alum storage tank compliance work at the Water Treatment Plant in New York. The project encompasses installation of a new chemical transfer station, chemical contamination area, and miscellaneous small piping modifications to return the facility to compliance with prevailing chemical bulk storage requirements. The scope of work includes eight base bid items: mobilization and demobilization, partial demolition and chemical removals, site work, facility and chemical plumbing, tank monitoring system, interior chemical containment work with flood gate modifications, miscellaneous repairs and replacements, and a $15,000 allowance. Sealed bids are due September 17, 2026 at 11:00 a.m. in Room 404 of City Hall. The contractor must complete all work within 120 consecutive calendar days of receiving Notice to Proceed, with liquidated damages of $1,000 per consecutive day for failure to meet this deadline.

Bidders must submit lump-sum pricing for each line item and bid security equal to at least 10 percent of the total bid amount. The successful bidder must furnish Performance and Payment Bonds, each equal to 100 percent of the contract amount, as required by New York State Finance Law Section 137. The project is subject to MWBE participation goals of 5 percent for Minority Business Enterprises and 5 percent for Women Business Enterprises, totaling 10 percent of contract value. New York State prevailing wage requirements and federal Davis-Bacon wage rates apply, with the higher rate governing eligible workers. Bidders must submit the New York State Vendor Questionnaire, demonstrate a permanent place of business with adequate plant and equipment and suitable financial resources, and provide an MWBE Utilization Plan with their proposals. No prior MWBE contractor has been identified for this or a substantially similar contract within the past five years. Bid documents are available electronically or by pickup from the Department of Public Works upon payment of a $50 non-refundable administration fee. The municipality reserves the right to reject any or all bids and will award to the lowest responsible bidder.
