About this opportunity

The Virginia Department of Military Affairs Directorate of Public Works is requesting Quick Quote (unsealed) bids for railroad maintenance and repair services on the MTC Fort Pickett Rail Spur in Blackstone, Virginia, with bids due June 1, 2026 at 9:00 a.m. This solicitation is set aside for small business, with award priority to DSBSD-certified micro businesses if the bid does not exceed $10,000 and is fair and reasonable; otherwise to DSBSD-certified small businesses if the bid does not exceed $100,000; and to the lowest responsive bidder of any size if neither threshold is met.

Work must commence immediately upon contract acceptance and be completed before July 4, 2026, when the next scheduled rail movement occurs. The scope includes removal and replacement of 100 Grade 3 crossties (6" × 8" × 9') at Curve 1 south of the NS main line and 78 identical crossties at Curve 2 north of the railhead. Both curves require ballast replacement and tamping, track bolt tightening or replacement as needed, track gauging, weathering mitigation, visual inspection and tie replacement, and hand dressing of disturbed areas to eliminate tripping hazards. All work must conform to the current American Railway Engineering and Maintenance of Way Association Maintenance Manual.

Bids must be submitted electronically through eVA only; no faxed, emailed, mailed, or hand-delivered submissions are accepted. Bidders must state a delivery time; the agency's desired window is 10 calendar days after receipt of order, with 24-hour advance notification required before delivery. Bid prices must be firm unit prices per item and remain valid for 60 days. Invoices must include 15 mandatory items including vendor information, contract and purchase order numbers, job location, date of service, and itemized services with quantities and unit prices. Any damage to existing utilities, equipment, or finished surfaces resulting from contract performance shall be repaired at the contractor's expense. Questions should be directed to Lynn Poole at Judy.l.Poole4.nfg@army.mil.
