Responders offering approved equals must submit documentation by the Step 1 deadline for state evaluation. The solicitation encourages participation from small businesses and diversity-certified vendors under Minnesota's Small Business Procurement Program (minority-owned, woman-owned, disability-owned, veteran-owned, or economically disadvantaged county-located businesses).
The estimated contract value for one year is $100,000 to $425,000. The contract runs August 15, 2026 through July 31, 2027, with an option to extend up to 48 additional months in state-determined increments. Pricing is FOB Destination prepaid and includes all duties, permits, licenses, freight, and insurance; no additional charges are permitted unless expressly allowed by law or amendment. Payment follows Minnesota Statute 16A.124 (30 days of receipt of undisputed invoice or delivery, whichever is later). Cost proposals and terms must remain firm for 180 days.
Evaluation occurs in three phases: Phase 1 (responsiveness and pass/fail requirements), Phase 2 (acceptance of state terms—200 points; cost detail—800 points; plus up to 120 preference points for eligible targeted group, economically disadvantaged, or veteran-owned businesses), Phase 3 (best-value finalist selection). Questions are due July 15, 2026 to kristi.anton@state.mn.us. Responses must be submitted through the Supplier Portal in required formats; non-electronic and email submissions will not be accepted. Contractors must maintain Commercial General Liability ($2 million per occurrence), Commercial Automobile Liability ($2 million combined single limit), and Workers' Compensation insurance. Standard Bard manufacturer warranty includes minimum one-year parts coverage and five-year compressor warranty. For contracts exceeding $100,000 with state or metropolitan agencies, responders must hold or apply for Workforce and Equal Pay Certificates from the Minnesota Department of Human Rights or document exemption status.
