About this opportunity

The City of Philadelphia Department of Streets is requesting pre-qualification submissions for 2023 ADA Ramps construction in Highway District 1 under Bid No. 3921, with pre-qualification questionnaires due August 13, 2026 at 11:59 p.m. Eastern Time via www.phlcontracts.phila.gov; approved pre-qualified sellers will subsequently receive notice and invitation to a closed sealed-bid solicitation with bids due September 1, 2026 at 10:30 a.m. Eastern Time. The estimated contract value exceeds $5 million. This is a two-stage procurement — pre-qualification must be completed before bid eligibility.

Local Business Entity (LBE) preference of up to 10 percent applies to quotes of $1 million or less. The project is subject to prevailing wage requirements, diesel emissions controls, E-Verify employment verification compliance, and performance and payment bonds prior to contract execution. Funding is noted as potentially partial with additional funding subject to City Council appropriations; failure to appropriate additional funds results in automatic contract termination without penalty to the City.

The scope is ADA ramps construction with site-specific conditions in Highway District 1. Contractors must complete a mandatory site visit and familiarize themselves with local conditions; the City assumes no responsibility for representations made outside the Contract Documents. Allowances are included in the bid; unit prices are not.

Pre-qualification requires submission of a completed questionnaire, financial statement dated no more than six months prior to submission, equipment inventory, references, disclosure of officers, partners, managers, and shareholders holding greater than 5 percent equity interest, and an executed Consent and Authorization Agreement. The questionnaire requires extensive disclosure regarding prior performance, defaults, debarments, criminal history, pending litigation, and contractor capacity. Questions and clarifications must be submitted via the PHLContracts Q&A tab by 11:59 p.m. Eastern Time on August 13, 2026. A 10 percent bid bond and non-refundable bid processing fee are required. Quotes remain valid for 60 calendar days after closing unless extended.
