A pre-solicitation conference is scheduled for July 7, 2026 at 2:00 p.m., and questions close at 5:00 p.m. that same day. Respondents must hold IRS nonprofit designation; this is a mandatory qualification filter.
The scope encompasses recruiting and managing over 100 Community Rehabilitation Programs, overseeing product and service delivery through retail and warehouse operations, conducting marketing and promotion, providing customer relations support, managing financial operations including payments to CRPs, and ensuring compliance with state and federal requirements. The successful respondent must employ a full-time Account Manager and minimum three Statewide Procurement Division liaisons with specified experience in comparable program operations. Respondents must have been in business for a minimum of five years or have principals with relevant experience. The program generated approximately $82.9 million in annual wages to approximately 6,137 people with disabilities as of the 2025 annual report.
Pricing is a firm, fixed fee proposed as percentages across three Fiscal Year 2027 revenue categories: Product Fees ($53 million), Service Fees ($121 million), and Temporary Services ($80 million), totaling $254 million estimated revenue. The successful respondent must demonstrate financial capacity to reimburse TWC for program expenses and maintain substantial line of credit capacity to fund weekly CRP payments averaging approximately $4.4 million during Fiscal Year 2025. Audited financial statements for the past three fiscal years are required. Three professional references are mandatory, including at least one from a governmental entity and one verifying financial capacity. Respondents must not have a Vendor Performance Tracking System score of "D" or below. Contract award is anticipated in November 2026.
