About this file

This Request for Proposal (RFP) from the Texas Workforce Commission (TWC) solicits administrative services from a Central Nonprofit Agency (CNA) to manage the Purchasing from People with Disabilities State Use Program, which facilitates employment and product/service sales by individuals with disabilities through Community Rehabilitation Programs (CRPs). The solicitation (No. 3202600177) was released on June 29, 2026, with responses due by August 12, 2026, at 10:00 a.m. Central Time. A pre-solicitation conference is scheduled for July 07, 2026, at 2:00 p.m., and the deadline for submitting questions is July 07, 2026, at 5:00 p.m. Contract award is anticipated in November 2026. The successful respondent will be responsible for recruiting and managing over 100 CRPs, overseeing product and service delivery through a retail store and warehouse, conducting marketing and promotion activities, providing customer relations support, managing financial operations including payments to CRPs, and ensuring compliance with state and federal requirements. The contract term is not specified in the document, though the scope includes comprehensive program administration, training, research into new employment opportunities, and quarterly and annual reporting requirements.

The successful respondent must demonstrate nonprofit status through IRS designation and submit audited financial statements for the past three fiscal years to establish financial soundness and capacity to pay CRPs within 30 business days; the current program generated approximately $82.9 million in annual wages to approximately 6,137 people with disabilities as of the 2025 annual report. Pricing must be proposed as a firm, fixed fee for the contract term with no additional costs unless expressly agreed in writing by TWC. The respondent must employ dedicated key personnel, including a full-time Account Manager and minimum three Statewide Procurement Division liaisons, each with specific experience requirements in account management and comparable program operations. The CNA reimburses TWC for expenses incurred by the State Use Program in accordance with Texas Human Resources Code Section 122.019(f). The program requires weekly payments to CRPs averaging approximately $4.4 million during Fiscal Year 2025, necessitating substantial financial resources and line of credit capacity. Respondents must be in business for a minimum of five years or have principals with relevant experience, must provide three references including at least one from a governmental entity and one verifying financial capacity, and must not have a Vendor Performance Tracking System score of "D" or below.
