About this opportunity

Coastal Carolina University is requesting quotes on aquatic fountain power units under RFQ CCU-9300821, with quotes due September 28, 2026 at 10:00 a.m. EDT and questions due September 24, 2026 at 10:00 a.m. EST.

The scope comprises five items: one 1 HP Aquamaster Masters Series (1 Phase, 240 Volt) power unit with impeller, one 2 HP Masters Series unit, one 3.5 HP Masters Series unit, one 5 HP Masters Series unit, and one 10 HP Galaxy Series (3 Phase, 440 Volt) power unit with impeller. All equipment must be new, unused, and of current manufacture. The solicitation permits brand-name-or-equal specifications; offerors proposing equivalent products must provide manufacturer specifications and documentation demonstrating substantial equivalency. Each item must be accompanied by one operational manual. Delivery is FOB Destination to Coastal Carolina University's Facilities Warehouse (FAC2) at 755 Highway 544, Conway, South Carolina 29526. This is a one-time purchase terminating upon completion.

Award will be made to the lowest responsible and responsive bidder; unit prices govern over extended prices in lowest-offer determination. Pricing must be fixed for contract duration and include all costs associated with performance, including transportation, insurance, crating, and packing charges, itemized separately unless goods are sold FOB destination. Bidders must provide three references substantiating past work performance and experience.

South Carolina Code Section 12-8-550 imposes a 2% nonresident withholding on payments to nonresidents conducting business or performing temporary personal services within the state; exemptions include purchases of tangible personal property without accompanying services and contracts not exceeding $10,000 annually. Nonresidents may register with the South Carolina Department of Revenue and submit Form I-312 to avoid withholding.

The University conducts this procurement under small purchase procedures for commercially available off-the-shelf products (COTS) under South Carolina Code Section 11-35-1550. Bidders must register through the electronic bidding system prior to submission. The procurement officer is Tracy O'Keefe (tokeefe@coastal.edu, 843-349-2741). The University reserves the right to reject any or all proposals and to inspect and reject equipment if unacceptable.
