Coastal Carolina University Procurement Services Guidance Document
This is a procedural guidance document issued by Coastal Carolina University's Procurement Services department to assist bidders and offerors in avoiding common submission errors when responding to solicitations. The document provides essential guidance for all bidders participating in Coastal Carolina University's procurement activities, which may be conducted through various solicitation formats including Requests for Quote, Invitations for Bid, Requests for Proposal, or Fixed Price Bids. Key procedural requirements include thoroughly reading the entire solicitation before submission, submitting all questions during the designated question period using the Question-and-Answer Board when available, and reviewing all amendments posted in the Buyer Attachments area before the scheduled opening. Bidders must understand that by submitting an offer, they are committing to enter into a contract with the University under the terms specified in the solicitation without adding unauthorized agreements, licenses, or terms.
The guidance emphasizes critical compliance requirements that bidders must follow to ensure their offers are deemed responsive and eligible for consideration. Bidders must avoid exceptions to mandatory solicitation clauses, properly mark any confidential, protected, or trade secret information according to specific instructions rather than marking entire submissions as confidential, and complete all supplier registration requirements in the online bidding system before a purchase order can be issued. The document stresses that awarded contracts will incorporate the solicitation, amendments, bid or proposal documents, and any clarification or discussion documents, and that the University will not sign separate contracts with additional terms unless explicitly permitted by the solicitation. Bidders are instructed to conduct a final comprehensive review of their submission against the solicitation requirements and all amendments before final submission.
