About this opportunity
The Illinois State Toll Highway Authority (Illinois Tollway) is soliciting professional services through Professional Services Bulletin 26-1 for nine separate contracts involving design engineering, construction management, facilities services, and land acquisition across the Illinois Tollway system. The procurement encompasses both project-specific opportunities and system-wide on-call services, including construction corridor management and construction management for the Elgin O'Hare Western Access (I-490) corridor, construction management for the Tri-State Tollway (I-294) interchange reconstruction, system-wide Phase II design services, facilities design services, multiple construction management service contracts, facilities construction management, land acquisition and surveying services, and Phase II engineering services for the West Landside Reserve Area at O'Hare International Airport. Consultants must be prequalified by the Illinois Department of Transportation in applicable categories such as Highways (Freeways), Structures, Special Services, or Architecture, and prime consultants must self-perform at least 40 percent of the work with team participation limited to three members. Evaluation criteria include specialized experience, technical competence, performance history, cost-saving measures, key personnel availability and commitment, project approach understanding, DBE/VOSB utilization plans, and contract compliance documentation. Statements of Interest are due electronically through the Trimble Unity Construct platform by 4:30 p.m. Central Time on March 27, 2026; an optional pre-proposal meeting was held on March 12, 2026, with both in-person and virtual Microsoft Teams options; and the deadline for submitting questions is March 17, 2026, at 4:30 p.m. Central Time. The selection committee meeting is estimated for May 2026, with Board approval anticipated in June 2026 and Notice to Proceed by August 2026. All submissions must be made electronically in PDF format; paper responses will not be accepted pursuant to CPO Notice 2023.12.
Disadvantaged Business Enterprise (DBE) participation goals range from 19 to 30 percent across the various items, with Veteran-Owned Small Business (VOSB) participation goals of 3 percent, and the bulletin identifies three VOSB vendors as potential facilitators: Orion Engineers, PLLC; Innleadair LLC; and Bravo Company Engineering, Inc. Vendors must demonstrate good faith efforts to meet or exceed these participation goals or request waivers with documented justification. The compensation structure utilizes a Direct Labor Multiplier of 2.8 for Phase II and III services and 2.5 for personnel permanently assigned to Illinois Tollway facilities, with on-call contract upper limits ranging from $2,000,000 to $3,000,000 depending on the service type. Project-specific construction cost estimates vary by category, with the Elgin O'Hare Western Access project estimated at $75-100 million, the Tri-State Tollway interchange reconstruction estimated at $25-50 million, and the West Landside Reserve Area Phase II engineering estimated at $150-200 million. All required exhibits including staff proposals, current obligations, key personnel availability documentation, and DBE/VOSB utilization plans with current certification letters must be submitted electronically. Vendors are required to execute standard Illinois Tollway contract agreement templates, submit a Consultant Quality Program within 14 days of notice to proceed, comply with current CADD standards, and utilize web-based project management system requirements.
