About this opportunity

Provo City, Utah is requesting proposals for development, installation, operation, and maintenance of a comprehensive shared micromobility program including bike-share and e-scooter services, with proposals due November 7, 2026 at 6:00 p.m. MST via the Bonfire platform. A single contract award will be made to the highest-scoring responsive and responsible vendor.

The city seeks a vendor to deploy and operate a dockless e-bike and e-scooter fleet in the public right-of-way with a desired minimum of 100 e-bikes at launch, preferably Class 1 pedal-assisted models. The vendor must design network coverage, fleet maintenance protocols, customer service, and real-time data reporting (through platforms such as Ride Report or Populus). All program financing, operations, and maintenance are the sole responsibility of the vendor with no city financial contribution.

The vendor must secure a $100,000 irrevocable letter of credit from an FDIC-insured bank, obtain written permission under Provo City Code Section 9.15.150, register all units with Provo Police Department at $10 per unit, and comply with applicable municipal codes and state regulations. Pricing must include discounted rates for low-income residents and payment options accessible to unbanked users without smartphones or credit cards.

The initial contract term is three years with two optional one-year renewal terms based on performance. The desired program launch date is December 2026, weather permitting.

Evaluation criteria weighting: technology and equipment quality (1.5), firm experience and capacity (2.5), proposed plans and strategies (2.5), and financial viability and sustainability (3.5). Reference checks will verify performance, completeness, timeliness, client satisfaction, and budget management. The city reserves the right to reject all submissions or modify the procurement process.
